Detailed descriptions of the proposed changes <br /> follow. <br /> 1) The $20,000 transfer from Community Development Mgt./Inspection to <br /> Bureau of Housing Management & Inspection reflects actual need as <br /> recalculated. <br /> 2) Under a technicality, HUD will not allow us to fund new housing <br /> construction through South Bend Heritage Foundation. The $65,000 <br /> transfer to Monroe Park Housing will allow us to contract with the <br /> Monroe Park Development Corporation for such construction. <br /> 3) The transfer of $50,000 from South Bend Heritage to the Near West <br /> Side Commercial Loan project combines the funds for Chapin St. <br /> Commercial Loan with those for the West Washington Commercial Loan, <br /> as requested. This change allows the collective funds to be used <br /> on either strip. <br /> 4) Similarly, the $15,000 from Rum Village is combined with the <br /> Studebaker Corridor funds to allow all funds to be used in <br /> either area. <br /> 5) The $15,000 from Program Income to Neighborhood Housing Services <br /> is a reappropriation of 1984 funds NHS has returned to us. During <br /> the most recent cuts, NHS suffered the greatest loss. This <br /> allocation will rectify the disparity. <br /> II <br />
