White, President <br />South Bend Common Council <br />4th Floor, County-City Building <br />South Bend, IN 46601 <br />Re: Ordinance for the City's New Fire Station and the Renovation and Expansion of a Police <br />Station and a Resolution Authorizing the Publication ofNotice ofPublic Hearing for Related <br />Matters <br />Dear President White: <br />I attach for the consideration and approval of the South Bend Common Council the ordinance <br />that would approve and authorize the execution of a lease for the construction and equipping of a <br />new fire station and the renovation and expansion of a police station, pledging County Option <br />Income Tax revenues to the payment of rentals for these structures. Also, a resolution setting a <br />public hearing and authorizing the publication of a notice of public hearing and regarding certain <br />related matters is attached. <br />The project includes the construction of a new South Bend Fire Department Headquarters and <br />Central Fire Station and the addition and renovation to the existing South Bend Police <br />Department Headquarters and Training Facility. Over the past eighteen months, a team <br />composed of police and fire department personnel as well as other city departments and the firm <br />of DLZ has concentrated on both: the necessary facilities to support their services to the residents <br />of the City of South Bend; and the technical development of the construction drawings and the <br />associated specifications, bidding requirements and general conditions of the contract. The bid <br />documents have been offered. It is anticipated that a Notice of Intent to Award will be <br />announced in late May 2003. The project will be constructed concurrently and will begin in June <br />2003. The Fire Department is anticipated to be substantially complete in Apri12004, while the <br />new addition of the Police Department will be substantially complete in May 2004, with the <br />entire facility substantially complete by Winter 2004/2005. <br />CATHERINE A.
