Youth tldvisory Council Ordinance <br />Page 3 <br />(e) Each District Common Council Member shall review all applications received from <br />the Office of the City Clerk requesting consideration for appointment as the District Youth Council <br />Member. All youth interested in representing a Councilmanic District must be a resident of the City <br />of South Bend, Indiana. <br />(f) The Mayor, in consultation with the three (3) At Large Common Council Members, <br />shall review all applications received from the Office of the City Clerk requesting consideration for <br />appointment as an At Large Youth Council Member. All youth interested in representing an At <br />Large position must be a resident of the City of South Bend and must represent the rich diversity of <br />the community. No more than one (1) At Large Youth Council Member may be a high school <br />graduate and currently attending college. <br />(g) Each high school represented by the Youth Advisory Council shall develop its own <br />process for selecting/electing one (1) youth member to serve on the Youth Advisory Council. The <br />Office of the City Clerk shall send to each Principal, Head of School, or Administrator all <br />applications and references for consideration as soon as practicable after the filing deadline. <br />(h) All Youth Advisory Council positions shall be filled by May 15th for the first year of <br />the existence of the Youth Advisory Council, with all youth positions thereafter being completed <br />by September lst. <br />(i) The President of the Common Council and the Chairperson of the CounciI's <br />Community Relations Committee shall appoint youth mentors of college and/or graduate school <br />age who will provide assistance and guidance throughout the year to the Youth Advisory Council <br />Members. The youth mentors shall interface with the legislative, administrative and educational <br />liaisons identified in Sec. 2-12.1.5. <br />SEC. 2-12.1.3 OFFICERS AND TERMS OF OFFICE OF THE YOUTH <br />ADVISORY COUNCIL. <br />(a) At the second meeting of the Youth Advisory Council held each calendar year, a <br />Chairperson, Vice-Chairperson and Recording Secretary shall be selected. A listing of all Youth <br />Advisory Council members by name, address, telephone number, email address, school, and year <br />of education shall be submitted to the Office of the City Clerk by email for distribution to the <br />Common Council, the Mayor, School Superintendents, the Principal of each high school, and the <br />news media. Such listing shall include all officers by name and position. <br />(b) Terms of office of Youth Advisory Council members shall be for one (1) year <br />commencing September 1st, with reappointments of the same youth member permitted for one (1) <br />additional year. <br />(c) The Youth Advisory Council shalt meet monthly and shall maintain a record of their <br />meetings. Such meeting minutes shall be submitted to the Office of the City Clerk by email for <br />distribution to the Common Council, the Mayor, School Superintendents, the Principal of each <br />high school and for posting on the City of South Bend's official website. <br />
