Youth tldvisory Council Ordinance Page 3 (e) Each District Common Council Member shall review all applications received from the Office of the City Clerk requesting consideration for appointment as the District Youth Council Member. All youth interested in representing a Councilmanic District must be a resident of the City of South Bend, Indiana. (f) The Mayor, in consultation with the three (3) At Large Common Council Members, shall review all applications received from the Office of the City Clerk requesting consideration for appointment as an At Large Youth Council Member. All youth interested in representing an At Large position must be a resident of the City of South Bend and must represent the rich diversity of the community. No more than one (1) At Large Youth Council Member may be a high school graduate and currently attending college. (g) Each high school represented by the Youth Advisory Council shall develop its own process for selecting/electing one (1) youth member to serve on the Youth Advisory Council. The Office of the City Clerk shall send to each Principal, Head of School, or Administrator all applications and references for consideration as soon as practicable after the filing deadline. (h) All Youth Advisory Council positions shall be filled by May 15th for the first year of the existence of the Youth Advisory Council, with all youth positions thereafter being completed by September lst. (i) The President of the Common Council and the Chairperson of the CounciI's Community Relations Committee shall appoint youth mentors of college and/or graduate school age who will provide assistance and guidance throughout the year to the Youth Advisory Council Members. The youth mentors shall interface with the legislative, administrative and educational liaisons identified in Sec. 2-12.1.5. SEC. 2-12.1.3 OFFICERS AND TERMS OF OFFICE OF THE YOUTH ADVISORY COUNCIL. (a) At the second meeting of the Youth Advisory Council held each calendar year, a Chairperson, Vice-Chairperson and Recording Secretary shall be selected. A listing of all Youth Advisory Council members by name, address, telephone number, email address, school, and year of education shall be submitted to the Office of the City Clerk by email for distribution to the Common Council, the Mayor, School Superintendents, the Principal of each high school, and the news media. Such listing shall include all officers by name and position. (b) Terms of office of Youth Advisory Council members shall be for one (1) year commencing September 1st, with reappointments of the same youth member permitted for one (1) additional year. (c) The Youth Advisory Council shalt meet monthly and shall maintain a record of their meetings. Such meeting minutes shall be submitted to the Office of the City Clerk by email for distribution to the Common Council, the Mayor, School Superintendents, the Principal of each high school and for posting on the City of South Bend's official website.
