Ordinance No. ~ ~ ~ ~' ~ ~3 <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING CHAPTER 2, ARTICLE 1, OF THE SOUTH BEND MUNICIPAL <br />CODE OF BY THE INCLUSION OF NEW DI VISION I ENTITLED <br />YOUTH ADVISORY COUNCIL <br />STATEMENT OF PURPOSE AND INTENT <br />The Common Council of the City of South Bend, Indiana, recognizes that the 2000 <br />statistics of the U.S. Census Bureau indicate that 25.7°Io of St. Joseph County's population of <br />265,559 is under 18 years of age. It also shows that 82.4°10 of persons 25 years or older living in <br />the county are high school graduates and that of that same age range 23.6010 have earned a <br />Bachelor's degree or higher. <br />The City of South Bend, Indiana, is the fifth largest city in the State of Indiana with a <br />population of 107,789. The 2000 census data for the City of South Bend indicated that there are <br />7,532 male youth between the ages of 10 to 19 and that there are 7,226 female youth between the <br />ages of 10 to 19 years of age. <br />The South Bend Community School Corporation provides educational opportunities to <br />21,5000 students in kindergarten through the 12th grade, and serves an additional 5,000 adults in <br />its adult education program. There are currently four (4) public high schools in the South Bend <br />Community School Corporation with the following current student enrollments: Adams 1,568; <br />Clay 1,604; Riley 1634; and Washington 1,274; as well as private high schools serving our city. <br />South Bend Community School Corporation currently has nine (9) Intermediate Centers for grades <br />5-8. <br />The City of South Bend also has six (6) private high schools located within its borders, <br />namely St. Joseph High School with a high school student population of approximately 730, <br />Trinity School with a high school student population of approximately 250, Community Baptist <br />Christian School with a high school student population of approximately 85, the Christian Center <br />with a high school student population of approximately 55, Ironwood Christian School with a high <br />school student population of approximately 25, and The Rabbi Naffali Riff Yeshiva with a high <br />school student population of approximately 40. <br />There are many issues which arise in city government and in the South Bend community <br />and its many neighborhoods that may be of interest to the youth. Such topics may include, but <br />may not be limited to educational and recreational opportunities, as well as employment, social <br />service and health care offerings. City government can directly benefit from the input of the youth <br />in our community by developing a concept of positive youth involvement by providing <br />opportunities to enhance citizenship skills of the youth and providing interaction with city <br />governmental officials, agencies, boards, commissions and the legislative body. <br />The creation of a Youth Advisory Council would provide a means for youth to positively <br />connect with city government and provide an educational partnership with schools serving the <br />educational needs of youth in the City of South Bend, Indiana. <br />~o~n, ~~~r~or~, ~ it or~a~i><t~b ~~ t.~¢ common ~toutt>riz of ~~ ~Lit~ o~ <br />~ottf.~j ~~tCb, ~ln~ia~na~, as follows: <br />
