The ordinance slightly reduces the boundaries of <br /> the controlled use exemption area in the downtown. <br /> This ordinance reduces the boundaries slightly from those <br /> recently passed by the Council . This modification is in response to <br /> concerns from the South Bend Housing Authority that we not include <br /> an area along Western Avenue and at South Street.
