Page 1 of 1 <br /> <br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, PE, Sr. Project Engineer <br /> <br />SUBJECT: Change Order No. 1 - Project No. 123-048 <br />Monroe Circle Demolition <br />DATE: 09/15/2023 <br />During demolition of the existing townhomes at Monroe Circle, it was discovered that the <br />concrete foundation slabs were cast on top of transite pipe, which is an asbestos containing <br />material. The bid specifications noted that this was a possibility, but no removal quantity was <br />included, nor any contingency added to the contract. <br /> <br />The transite pipe acted as air ducts, traveling in all directions underneath the slab, and was also <br />cast monolithically with the foundation slab, meaning that separating the pipe from the slab was <br />not possible. To this end, the entire foundation slabs needed to be treated as hazardous <br />material and disposed of accordingly. <br /> <br />It was not possible to determine the extent of the transite pipe until the buildings were removed <br />and the foundation slabs uncovered. This was an unforeseen circumstance. The cost for <br />removal is $450,000: 90,000 cubic feet of foundation slab, removed at $5 per cubic foot. <br /> <br />The percentage change to the contract for unforeseen conditions is 52.8%. The added tree <br />removal, which is a $5,000 scope addition, is a 0.6% change to the contract. <br />
