INTER-OFFICE MEMORANDUM

DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING

TO: Theresa Heffner, Clerk
Board of Public Works
FROM: Patrick Sherman
SUBJECT: VPA Splashpad Renovations: Bid Award
Project Number 123-044. PR-00026702
DATE: 09/21/2023
On September 12th, 2023, the Board of Public Works opened and read 2 bids for the above
project.

The bids were as follows:

Company Coquillard Southeast Alternate Totals
Larson Danielson $121,996.00 $326,180.00 $14,119.00 $462,295.00
Premium Concrete
Services Inc $111,867.00 $345,401.00 $11,707.50 $468,975.50

While Larson Danielson provided the low bid, they did not meet either the MBE or the WBE
goals. Premium Concrete Services Inc met the MBE goal but not the WBE goal. In discussions
between Public Works, the Office of Diversity and Inclusion, and Legal, it was determined that
Larson Danielson did not make adequate good faith efforts to meet the goals. It was further
determined that while Premium Concrete Services did not make the WBE goal, they made
adequate good faith efforts to seek WBE work.

The Department of Public Works recommends awarding a contract with both base bids and the
alternate to the lowest responsive and responsible bidder, Premium Concrete Services, Inc, for
a total of $468,975.50. Venues Parks & Arts has budgeted appropriate funds within
PROJ00000446.

Please call with any questions.
