<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Rebecca Plantz, Project Engineer <br />SUBJECT: Project Completion, Project No. 119-003 <br />Pinhook Water Treatment Plant Guaranteed Savings Contract <br />DATE: August 31, 2023 <br />The Guaranteed Savings Contract with Bowen Engineering, Corporation was effective <br />on February 9, 2021, setting the guaranteed maximum price for the cost of work at <br />$1,785,000, including Bowen’s fixed fee of $132,200. The scope of work based on <br />American Structurepoint Basis of Design, Preliminary Drawings, and Valve Priority <br />Matrix was filter rehabilitation, valve replacement, and clearwell cleaning. The <br />performance guarantee was projected over a 20-year window through stipulated <br />savings. Savings were estimated based on an energy baseline on valves leaking <br />finished water, backwash pumps running more than necessary, and historical data. <br />These savings will be reported to the Department of Local Government Finance by <br />Bowen on the City’s behalf for the next 20 years as required by IC 36-1-12.5-10. <br /> <br />One element on the return on savings in the GSC approach came from the filter <br />rehabilitation where the original scope was identified as media retainer cap <br />replacements. Soon after notice to proceed, it was found that the caps could be <br />rehabilitated through an acid clean rather than replacement. Overall, the filter <br />throughput was improved. All valves that were originally prioritized were replaced <br />except for the filter bypass valve and air scour systems. Savings also allowed a list of <br />structural and general building improvements to be completed. <br /> <br />The GSC approach promoted collaborative problem solving, permitted flexibility as <br />unknowns arise, addressed far more scope than expected, avoided budget overrun, <br />avoided multiple shutdowns, and established a base contract for future projects. This <br />project was awarded prior to the enactment of the City’s MWBE program and therefore, <br />no goals were associated with this project. Overall, the success of the Pinhook Water <br />Treatment Plant Guaranteed Savings Contract provided benefits to the asset and funds <br />supporting it. <br /> <br />Please call with your questions (5998). <br /> <br /> <br />
