Proposal for Construction Manager as Constructor Services <br />Four Winds Renovation and Expansion ― South Bend, Indiana <br />HOWARD PARK <br />South Bend, Indiana <br />In 2019, Larson-Danielson completed an $18.8 million renovation of Howard Park, South Bend’s first and oldest <br />park. The project included a 16,000-foot ice trail and pond, fire pits, an accessible playground, a splash pad, <br />walking trails, and a community/event center. The community/event center features flexible conference space <br />that can accommodate up to 150 people with a built-in state-of-the-art AV system. <br />From its origins as a public landfill in the mid-1800’s to its designation as South Bend’s first public park by the <br />Judge Timothy E. Howard in the late 1870’s, Howard Park’s latest iteration brings it into the 21st century. It is the <br />region’s first LEED v4-certified public park, with its interconnected ice-skating pond and trail, a multi- <br />generational playground, a full-service café, riverside event lawns and a fully ADA-compliant community center. <br />The Howard Park project transformed an existing 13-acre, underutilized public park into one of South Bend’s <br />most prized assets. Located along the St. Joseph River in the heart of the City, the investment in the Park has <br />been transformative to the City’s landscape and represents a significant addition to the list of attractions bringing <br />people to the City – new residents, visitors, business owners, and developers alike. <br />In redesigning the park, great attention was given to the smallest detail and to the largest elements to make it a <br />four-season attraction. The park incorporates inclusive elements so that all people can use it the same way, year- <br />round. Universal accessibility was considered at every level of decision-making during the design process. Many <br />visitors walking through the park will never notice the elements that make it so accessible. <br />Nearby public parking allows easy access to a network of shared-use pathways, riverfront trails and a <br />range of Park amenities, including two large event lawn areas for concerts and performances. <br />Grade-level changes are designed with much gentler slopes for universal accessibility. <br />Automatic sliding doors allow hands-free entry/exit to the 14,500 SF Community Center. <br />The Community Center’s large southern window wall allows a unique visual connection to the <br />surrounding plazas, interactive water fountain, playgrounds and ice trail. The building provides multi- <br />use spaces for large and small group activities and acts as a “warming center” during the winter. <br />Programs and events of every kind can be conducted throughout the park grounds and within the <br />Community Center. Most all interior spaces available to the public are enhanced by wide open views to <br />the park and St. Joseph River. <br />Along with fully accessible public restrooms immediately adjacent to the park, private family-style <br />restrooms are in both the Community Center and the 4,500 SF Park Support Facility. <br />The 3,000 SF Park Café allows for a unique visitor experience with both indoor and outdoor seating with <br />major views of the park. <br />The 16,000 SF ice-skating pond and trail, which is served by a state-of- the-art refrigeration system, <br />extends along rolling contours and over a bridge structure giving visitors a one of a kind winter skating <br />experience. Surrounding the ice-skating area is ample landscaping and seating options, along with two <br />large fire pits. In warmer weather, the ice surface will be integrated into the Park landscape as a patio <br />space and path for public use. <br />Contained within the ice trail loop, is a 13,000 SF playground area that is contoured and designed with <br />state-of-the art play equipment for ages 2 to 12 years. <br />A primary summer amenity will be 1,500 SF of interactive fountains and jets, which doubles as a play <br />area and then can transform into a major water feature with colorful lighting and bursts of water. <br />Page 12 of 30
