PETITION FOR ZONING VARIANCE
AND SPECIAL EXEMPTION TO
EXPAND INTO TATTOOING
AND BODY PIERCING
Petitioner
David Martin
Bicycle Gallery
127 W Washington ST
South Bend, IN 46619
cell: 574-440-2184
Greetings,
The purpose of this petition is to seek a zoning variance and a special
exemption to allow a tattoo, body piercing establishment to be operated in the
Central Business District and to change the maximum allowed 2 controlled uses
within 1000 ft to 41 within 1000 ft.
Bellow are some of the steps I will take to insure that my business will not be
injurious to the public health, safety, morals and general welfare of the community.
Bicycle Gallery will follow all city, county and state ordinances. To help
maintain safe working practices and stay on top of the most current trends, we will
also be joining the Alliance for Professional Tattooers and the Alliance of
Professional Piercers. All employees will also be attending seminars at a number
of conventions throughout the year.
* No one under the age of 18 will be permitted to receive a tattoo, even if a
parent gives consent. For piercing we will refer to the South Bend tattoo ordinance
in deciding appropriate ages for various piercings.
* The hours of operation will be noon to 8pm, Monday through Saturday with
the exception of First Fridays where we will stay open till 9pm.
The use and value of the adjacent properties will not be affected in an
adverse manner as our goal is to be a part of the thriving art scene downtown.
Bicycle Gallery has been working very closely with Tamara Nicholl-Smith, the
Director of Downtown Business Recruitment, to reach these goals and she is in
favor of how we will present ourselves in the downtown area. Also I have included
a letter from the property owner showing his approval of tattooing and body
piercing to be practiced at this address.
David Martin
