RESOLUTION NO. 03-2023 <br />A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND <br />AND ST. JOSEPH COUNTY, INDIANA RECOGNIZING FORMER COMMISSIONER <br />MICHELE GELFMAN FOR YEARS OF SERVICE <br />WHEREAS, the Historic Preservation Commission of South Bend and St. Joseph County, <br />Indiana (the "Commission") operates pursuant to Article 13 of Chapter 21 of the South Bend Municipal <br />Code, as may be amended from time to time, Title XV, Chapter 154, §§ 154.245-154.263 of the St. <br />Joseph County Code of Ordinances, as may be amended from time to time, (hereinafter, collectively, <br />the "Ordinances"), and the terms of the Interlocal Agreement between the City of South Bend <br />(hereinafter the "City") and St. Joseph County (hereinafter the "County") dated December 12, 2017, <br />as the same may be amended from time to time; and <br />WHEREAS, per the Ordinances, the Commission's purpose is to preserve buildings, other <br />structures, and sites of historical, architectural, engineering, and cultural significance within the City <br />and the County; and <br />WHEREAS, the Commission fulfills its purpose, in part, by identifying historic structures, <br />advocating for preservation best practices, and promoting projects that accomplish those objectives; <br />and <br />WHEREAS, eight of the Commissioners that comprise the Commission are appointed by four <br />local government units and serve without compensation for the betterment of their community; and <br />WHEREAS, Michele Gelfman moved to South Bend in 1985; and <br />WHEREAS, only a few months after the creation of the River Bend Local Historic District in <br />November of 1992, Michele Gelfman purchased a home in South Bend on Riverside Drive; and <br />WHEREAS, Michele Gelfman invested in this property, improved it, and preserved its character; <br />and <br />WHEREAS, because of passion and interest in the River Bend Local Historic District, Michele <br />Gelfman became a Neighborhood Liaison, a volunteer role that assists in the dissemination and distribution <br />of materials to residents that advances the mission of the Historic Preservation Commission; and <br />WHEREAS, the St. Joseph County Commissioners — in recognition of her preservation efforts in <br />her neighborhood — appointed Michele Gelfman to the Historic Preservation Commission in the summer of <br />2015, <br />WHEREAS, Michele Gelfman served selflessly on the Historic Preservation Commission for <br />seven years until her resignation on July 17, 2022. <br />NOW, THEREFORE, BE IT RESOLVED by the Commission as follows: <br />The Historic Preservation Commission of South Bend and St. Joseph County recognizes <br />Michele Gelfman for seven years of service on the Historic Preservation Commission, thirty years of <br />advocacy for the River Bend neighborhood and its residents, and nearly forty years of affection, <br />
