COUNCIL RULES <br />.NNE 23, 2008 <br />Committee Members Present: President Tim Rouse, Chairperson, Councilmember <br />Varner, Vice-Chairperson, Councilmember Dieter, Councilmember Puzzello, <br />Councilmember Oliver Davis <br />Others Present: Kathleen Cekanski-Farrand, John Voorde <br />President and Committee Chair Tim Rouse called the Rules Committee to order at 6:01 <br />p.m. to report on and discuss the procedure to be followed for chairing a committee <br />meeting in the absence of the designated Chairperson. <br />Relying on reseazch and opinion of the Council's legal counsel, President Rouse reported <br />that formal adherence to Robert's Rules of Order as followed by the Committee of the <br />Whole, would prescribe the named vice-chairperson or vice-president in this case to take <br />over in the President's absence. However, for committee's always having operated more <br />informally in the past and without procedural reference in the Code or Council Rules <br />could operate autonomously. <br />In other words, the committee chair could designate anyone to chair a meeting of the <br />committee not necessarily falling to the vice-chair. <br />No other procedural change made or any vote taken. Autonomy rules. <br />Attached is a copy of Council Attorney, Kathleen Cekanski-Farrand's reseazch opinion. <br />There being no further business to come before the committee, President, Tim Rouse, <br />Chairperson, adjourned the meeting at 6:13 p.m. <br />Respectfully Submitted, <br />c <br />President T' ouse, C airperson <br />Council es Committee <br />
