Klosinski, P.E., Assistant City Engineer <br />SUBJECT: 123-031 WWTP DAF Building Improvements <br />Professional Services Agreement (PROJ00000435) <br />DATE: July 17, 2023 <br /> <br />The Division of Engineering and the Division of Wastewater recommend the Board of <br />Public Works approval of a Professional Services Agreement with Black & Veatch <br />Corporation for design and construction administration services for Project No. 123-031 <br />DAF Building Improvements. <br /> <br />Project Background <br />The Dissolved Air Floatation (DAF) equipment at the Wastewater Treatment Plant was <br />installed I the mid-1980’s as part of a larger improvement project. The three (3) DAF Units <br />are over 30-years old and are at the end of their life cycle. Equipment repairs and changes <br />in technology have led the Operations Staff to seek the replacement of these units and <br />replace them with different technology. The design and construction administration contract <br />will consider the various technologies available to provide adequate thickening. <br /> <br />In addition to replacing the DAF Units, exterior yard piping will be replaced. Due to the <br />severity of two separate breaks that occurred within a six-month period. Upon inspection, it <br />was determined that the old ductile iron pipe and its cement lining have eroded and worn <br />down the interior of the pipe due to the solids and grit. The thin cross section of the pipe <br />caused the pipe to become very brittle when grit is pumped to the Degrit Building for solids <br />separation, and it is suspect to continued failures. The yard piping between the <br />Compressor Building Basement and the Degrit Building will be replaced. <br /> <br />Other pumping equipment will be assessed during this contract. Construction costs will <br />dictate the final scope of work for design and construction. Refer to the Professional <br />Services Contract documents for additional detail on the scope of work. <br /> <br />This project will be funded through Sewage Works, Wastewater Capital Account 642- <br />06-605-514-442005. <br /> <br />For questions regarding the subject agenda request, contact Jacob M.
