43SOUTH BEND, INDIANA GSC <br />Role-based communication recognizes that the required information is inherently different at <br />each level. Execution level information, such as the scheduled delivery date for a shipment <br />of wood, is insignificant to an Executive level individual. And, conversely, Executive level <br />information, such as the schedule for a loan closing, is not of interest to an Execution level <br />individual. When irrelevant or inapplicable information is shared, instead of elevating the <br />person’s knowledge, it has adverse impacts including: <br /> h Wasting time better spent on other tasks <br /> h Increasing confusion on what action is actually needed <br /> h Decreasing interest in communications <br /> h Disengagement from the project <br />Your project leader and our Project Manager Chuck LaRue will lead the build out of the role- <br />based categories as the project kicks off and will update the list at the start of construction, <br />shifting from design focused to construction focused. The roles, individuals, meetings, and <br />email detail are jointly developed with the goal of strategically positioning the right information <br />into the right hands. <br />C. GENERAL CONSTRUCTION <br />The general construction will be performed by Kokosing under our Project Manager, Chuck LaRue <br />and Project Superintendent, Pat Johnston. Our work will be supervised as shown in the organizational <br />chart in the Company Background & Qualifications section, including qualified Estimators, Field <br />Engineers, project coordination staff, and highly competent trade supervision. As the Provider, <br />Kokosing will self-perform all heavy industrial work related to the site, structural, process mechanical, <br />valves, and process equipment, which is expected to be about 70 percent of the contract value. We <br />have a record – proven by our customer references – of our ability to collaborate with and manage <br />our Subcontractors. We are one of the largest water and wastewater Contractors in the U.S., an <br />accomplishment we leverage to ensure every member of our construction team performs at our high <br />standards on your behalf. <br />D. OTHER SUBCONTRACTOR’S INVOLVEMENT <br />Kokosing will subcontract work in the areas of: <br />We can work directly with companies you have worked with or access our network of partners to <br />deliver quality and a fair price. Because the GSC selection is itself a competitive process, The City of <br />South Bend is free to evaluate the quotes based on the responsiveness and experience as well as cost and is not required to select the lowest price. <br />E. MINORITY AND WOMEN OWNED BUSINESS UTILIZATION <br />Kokosing is accustomed to working collaboratively with our clients to meet the requirements of MWBE participation on our projects. We will work with the City and your Program Administrator to identify eligible MWBE subcontractors and vendors that would have interest in bidding this project. Prior to establishing the GMP Budget for the project, participation percentages should be established based on the anticipated scopes of work and availability of eligible MWBE subcontractors. Once the project participation goal is set, Kokosing will proceed with the GMP budgeting and bidding phase of the project. All responsive bidders, including MWBE eligible subcontractors, will be analyzed for scope completeness, price, and relevant experience. Since this is a collaborative budgeting process, the City participates in the selection of responsible bidders that provide the best value for the project.
