BOWEN GUARANTEE MANAGEMENT <br />Before a final contract is developed, specific calculations, baselines and documentation will be <br />produced. This could include the above conservation measure savings. As it relates to this project, <br />a conservation measure would be a technology upgrade or an alteration of a structure or system <br />which reduces energy or water consumption costs, wastewater costs, or other operating costs. <br />All other work required to properly implement the conservation measure would be included in the <br />guarantee because it is "causally connected" (I.C.36-1-12.5-0.7). <br />To implement the GSC project for South Bend, Bowen would recommend the following process: <br />1. Our engineers collaborate with the Engineering Partners to evaluate the system <br />2. A final list of conservation measures is generated <br />3. South Bend, American Structurepoint, Arcadis, and Bowen finalize scope <br />4. Determine if NIPSCO rebates are available and complete applications* <br />5. Value engineering is evaluated to reduce costs <br />6. Bowen delivers a report with guaranteed costs and savings <br />7. A project agreement is negotiated and authorized <br />8. The project construction begins utilizing open book pricing <br />9. Project savings are documented during monthly meetings <br />10. At completion all project savings and contingency are returned <br />11. One year after project completion Bowen sends the first savings report to the DLGF. <br />*Bowen is a NIPSCO (processed through TRC) Trade Ally for utility rebates. The Bowen process is <br />very flexible and can be modified to fit the specific needs of South Bend. <br />6c) Describe the cost for guarantee management, schedule for delivery, and <br />describe the report. <br />The initial contract including project savings will be sent to the Indiana Department of Local <br />Government Finance (DLGF) no later than 60 days after Bowen has received an authorized <br />contract. <br />Based upon the expected scope of work for South Bend, the guarantee and reporting would be at <br />no additional cost. One year after substantial completion of the project, Bowen will deliver the first <br />audited report. This document would also be sent by Bowen to the DLGF after authorization by the <br />District. The report will be completed and sent out annually during the term of the guarantee. <br />Bowen has been successfully reporting Indiana GSCs for our clients since 2008. All of Bowen's <br />Guarantee reports have been approved by the Office of Local Government Finance Authority. <br />Bowen's history and experience reporting Indiana water and wastewater projects are unmatched by <br />any other Provider. <br />
