Northern-Based Project Team
Proven Experience at Your Facilities & On-time Well Delivery
History of Collaboration with South Bend & your Engineers
#1 Water/Wastewater GSC Provider in Indiana
3a) The scope of the Project will be based on the document provided by the Owner in Exhibit A.
3b) Providers are encouraged to present evidence of their team’s technical ability relative to such anticipated scope of work by providing a list of water and wastewater experience of the team.
Pat Stanford’s team has extensive experience with critical wastewater infrastructure projects
throughout Northern Indiana, including having executed projects on South Bend’s infrastructure.

Please refer to the Execution Plan documents in the following pages for an overview of our planned
approach for your future GSC projects, as well as an overview of our history with your engineering
partners, American Structurepoint and Arcadis. We have identified a high-level work sequence,
manpower estimates, equipment, challenges and risks, opportunities, preliminary VE concepts and
critical path deliveries. As the project advances, we will continue to develop our detailed execution
plans to ensure South Bend’s goals are met at every phase. Following our execution plans, you will
find an extensive list of recent projects from our Northern Indiana office showing Bowen’s regional
experience and competitiveness.

Bowen’s approach to project management has always been one of communication, collaboration,
and cooperation. Our rich history of partnership with the South Bend team, proximity as a local
contractor and experience with your engineers and plant staff will further enhance your projects.
What sets Bowen apart from other contractors is that the team has a broad range of self-performing
capabilities, including: Dewatering, Sheet Piles, Site-Work, Concrete, Equipment and Mechanical
and Piping Systems. These self-performing capabilities will further reduce the job costs for South
Bend while giving our project team more control over the outcome of your project.
Because of the complex nature of infrastructure projects, unforeseen challenges will always
take place. The Bowen team is committed to recognizing problems early and taking swift,
appropriate corrective action. This behavior has become one of Bowen’s core values: “Never walk
away from a problem.”
We recognize and share South Bend’s desire to do all we can to achieve the project goals. In today’s
economic climate, a major contributor to minimize the construction timeline and cost control success
is a well-developed procurement plan. During project kickoff and storyboarding sessions, the team
will continually refine the approach to procurement.
Refer to the next page to see Bowen’s Northern Indiana Experience since 2011.
TECHNICAL APPROACH
