South Bend Redevelopment Commission
Rescheduled Regular Meeting -June 25, 2008
6. NEW BUSINESS (CONT.)
A. Public Hearing
(1) continued...
know whether it's generating more than we
put into it. I somehow doubt that it is. In
fact, as long as it's in a TIF area it's going to
be staying there for many years anyway. I
guess that's under the old law, which is
what50 years it can stay in the TIF area?
So I would ask you to not consider it and to
turn it down.
I have another question. I understand that the
TIF area is only for industrial distribution,
it's not to be used for housing. I understand
in this proposal they have housing
development. And the laws for TIF, it's not
to be used for housing. It gives certain
examples, and I have a list of them here, I'm
sure you know: manufacturing, industrial,
warehousing, research, development,
distribution, transportation related projects.
Not housing. There's housing in this project,
as far as I understand it. So, it's not to be
used for that. Auten Rd is not in the TIF
area. I understand the City Council already
allocated $ l OM in TIF monies to go ahead
with Auten Rd. That isn't even in the TIF
area. It isn't even in the Portage Prairie area.
KELLY HAVENS: 12032 Timberline
Trace, Granger. My concerns with TIFs are
that the purpose seems to be to take a
blighted area and give it a chance to become
economically viable. I guess at the Portage
Prairie area and I don't see that it's blighted.
It's green space, it's farms, it's homes. They
don't look to me like they need rescued. One
can argue that they can be making more
20
