The ordinance <br /> amends Chapter 4 - Licenses and Chapter 5 - entitled Animals and Fowl <br /> of the South Bend Municipal Code. Passage of this ordinance will <br /> allow the City Controller to designate other agencies, in this <br /> particular case, the St. Joseph County Humane Society to issue <br /> licenses on their premises in the City' s name. <br /> As you are aware, the City of South Bend has worked diligently <br /> with the St. Joseph County Humane Society to work out a contractual <br /> agreement for animal control in the City boundaries. By the passage <br /> of the enclosed ordinance, the Controller would also be able to <br /> designate the St. Joseph County Humane Society as its agent for the <br /> issuance of dog licenses. <br /> The City of South Bend has issued dog licenses for many years, <br /> but feels the Humane Society is in a better position to issue the <br /> licenses because of their contact with the animal owners. Where the <br /> City historically has issued about 500 dog licenses annually, it has <br /> felt that the potential licensing could be many times that amount. <br /> This upgraded level of licensing would insure greater compliance with <br /> the ordinance and with health and safety requirements concerning dog <br /> vaccinations, etc. <br />
