Stone foundation with stone and wood walls, wood panels in gables. Gabled roof with <br />red slate shingles. Wood double hung windows in 6/1 and 1/1 and diamond/1 configurations. Leaded oval window <br />on south side. <br />ALTERATIONS: COA 2010-0401A for Rehabilitation and repair of the Gate House and Stone Entrance, In-kind <br />replacement of concrete walkway with standard concrete with broomed finish. Porch light to be appropriate to the <br />period and post lighting fixtures also appropriate to the period and architectural style to be presented to Commis- <br />sion for final approval at a later date. COA 2006-0825 allowed Replace broken slate, chimney and hip flashings <br />where necessary, valley at corner of front porch and gutters. JC Lauber, Contractor. Repair wood: facia and crown, <br />front porch ceiling columns, window sills, broken windows. Warner Construction, Contractor. Repoint any dam- <br />aged joints on all elevations, re-secure loose stone, repoint chimney as required. <br />APPLICATION ITEMS: “Roof replacement” <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested retro-active approval to: <br />Replace original red slate shingle roof with Owens Corning Oak Ridge Onyx Black asphalt Shingles roof. <br />STANDARDS AND GUIDELINES: “GROUP B” Standards <br />Preservation Standards for local historic landmarks are used by the Historic Preservation Commission whenever exterior changes are <br />proposed for officially designated structures. Review is required when proposed plans for building and development indicate the <br />architectural character of the landmark will be changed, i.e., review is required for any project that affects the exterior of the build- <br />ing, site, outbuildings, grounds and landscaping. These standards are an extension of the present Ordinance #5567-73 and #54A-973 <br />already adopted to implement a comprehensive program of historic preservation. <br />The present historic preservation ordinances empower the Commission to issue or deny a Certificate of Appropriateness prior to the <br />construction, reconstruction, alteration, demolition, or moving of any landmark. The ordinance also gives the Commission the pow- <br />er to establish reasonable and just standards for the preservation of historic landmarks, including architectural treatment, site devel- <br />opment and maintenance provisions, providing that the standards are in keeping with the intent of the ordinance and that the stand- <br />ards apply only to the exterior features of the historic landmark. These standards guide the commission in their review of Certifi- <br />cates of Appropriateness. <br />The two major conditions under which change will occur are maintenance or improvement and the demolition of an existing land- <br />mark. <br />The Historic Preservation Commission has established two levels of preservation standards—Group A and Group B. Group A stand-
