OF PUat,c, <br /> w l <br /> A 9 <br /> a� <br /> ° <br /> Department of Public Parks <br /> ,1 0 Administration Building i, <br /> St. Louis Boulevard at Wayne Street <br /> South Bend, Indiana 46617 <br /> PHONE: (219) 284-9401 <br /> January 5, 1987 <br /> Members of the Common Council <br /> County-City Building <br /> South Bend, Indiana 46601 <br /> Dear Members: <br /> The South Bend Department of Public Parks is requesting the Common Council <br /> to approve an ordinance appropriating $111,948.87 to the Non-Reverting <br /> East Bank Trail Fund. <br /> Through the efforts of the Michiana Watershed and other private citizens, <br /> the Trustees of the Stanley and Flora Clark Community Trust Fund awarded <br /> a donation to the Department of Public Parks in the amount of $100,000.00. <br /> The $11, 948.87 difference is interest earned on the $100,000.00. The gift <br /> was conditioned on the Park Department applying for and receiving a Land <br /> and Water Conservation Grant in the amount of $100,000.00. The $100,000.00 <br /> grant was received by the Park Department March 15, 1985. <br /> For some time, the Park and Economic Development Departments have been <br /> meeting and working with the property owners along the abandoned rail- <br /> road property to resolve property rights for the proposed project. <br /> Surveys have been completed of the property needed for the trail and <br /> notices have been sent to the affected property owners that an appraisal <br /> will be made of the property needed for the trail. <br /> The Land and Water Conservation Grant is a 50% reimbursable grant thus <br /> the city must spend the gift money first then be reimbursed 50%. The <br /> first phase of the project is estimated to cost $200,000.00 which would <br /> include land acquisition, barricades, lights, seating areas, and some <br /> repair of the viaducts at Michigan and Leeper Avenue. <br /> The East Bank Trail will connect with the trails at the East Race Way. <br /> Your approval of this ordinance will be appreciated. <br /> Sincerely, <br /> DEPARTMENT OF PUB IC PARKS <br /> l <br /> J.mes R.
