PERMIT BRIEFING MEMO <br />1. Facility Description <br /> <br />Edcoat engages in coil coating and slitting of aluminum, steel, galvanized steel, <br />and stainless steel. As of April 2023, Edcoat employs 84 people, and operates 7 <br />days per week, 24 hours per day on 3 shifts. Cleanup of the facility is conducted <br />as needed. <br /> <br />2. Discharge description: <br /> <br />This permit oversees, but is not limited to, discharges at Sample Site Outfall <br />#1600. Wastewater discharged at this site consists of process rinse waters from <br />cleaning the coils, contact cooling water and air compressor condensate. Edcoat <br />collects the process wastewater in a holding tank. The wastewater is held in the <br />tank, until it is pumped to be treated in a batch treatment system. <br /> <br />Based on wastewater flows from February 2022 – February 2023: <br />The average daily discharge on discharge days: 3,283 gpd <br />The maximum daily discharge: 7,435 gpd <br />Average Daily Air Compressor Condensate 34 gpd <br />3. Sample Site Description <br /> <br />Sample Site Outfall # 1600 is located inside the WWTP in the outlet pipe after the <br />final equalization tank. The wastewater flows from the equalization tank, to a <br />stilling well, and discharges to the outlet pipe. Composite samples are collected <br />from the discharge pipe. Grab samples are collected from the stilling well, just in <br />front of the discharge pipe. <br />4. Wastewater Treatment <br /> <br />Wastewater Treatment consists of Chemical Precipitation, Filtration, Oil and <br />Grease Separation and Neutralization. <br />5. Classification <br /> <br />Edcoat, LLC. is classified as a coil coater covered by 40 CFR 465.15 Subpart A, <br />steel basis material (PSNS); 40 CFR 465.25 Subpart B, galvanized basis material <br />(PSNS) and 40 CFR 465.35 Subpart C, aluminum basis material (PSNS) due to <br />the cleaning and painting of coils of these various compositions. <br />Edcoat, LLC. is categorized as a “B” industry in accordance with South Bend’s <br />Industrial Pretreatment Program Monitoring Plan, which categorizes all Federal <br />Categorical industries with process wastewater flow less than 100,000 gpd in <br />category “B” at a minimum.
