• <br /> STAFF REPORT <br /> TOWER FEDERAL SAVINGS BANK #1056-86 December 2, 1986 <br /> Northwest corner Widener Lane and Miami Street <br /> City of South Bend <br /> REQUESTED ACTION: The petitioner is requesting a zone change from <br /> "A" Residential, "A" Height and Area to "C" <br /> Commercial, "A" Height and Area to construct an <br /> insurance claims office and another professional <br /> office use. <br /> EXISTING LAND USE: The property is vacant. <br /> SURROUNDING LAND USE AND ZONING: Located to the north is a McDonald's restaurant <br /> zoned "C-2" Commercial; to the east across Miami <br /> Street is Scottsdale Mall zoned "C-2" Commercial; <br /> to the south across Widener Lane is the location <br /> of the proposed U.S. 20 Bypass; and to the west is <br /> a single-family home zoned "A" Residential. <br /> ACCESS: Access to the site will be from Widener Lane. <br /> DRAINAGE: The drainage will be connected to the storm sewer <br /> system. <br /> DATA: The total site to be rezoned is 36,000 square <br /> feet. Of that, the buildings will occupy 7,800 <br /> square feet, or 21.7% of the site; the parking and <br /> drives will occupy 16,156 square feet, or 44.8% of <br /> the site, and 12,050 square feet or 33.5% of the <br /> site will remain as open space. <br /> SITE PLAN: The site plan is preliminary, but meets the <br /> requirements of a Final Site Plan. <br /> AGENCY COMMENTS: The City Engineer made the following comments: <br /> "1. City storm and sanitary sewer are <br /> available to the site. <br /> 2. Sidewalks will be required along Miami." <br /> STAFF COMMENTS: This site has undergone two previous rezonings, <br /> both for the construction of a branch bank. The <br /> second petition was approved in February of 1975, <br /> but the project was never built. <br />
