INTER-OFFICE MEMORANDUM

DEPARTMENT OF PUBLIC WORKS
DIVISION OF ENGINEERING

TO: Members of the Board of Public Works
Michael Schmidt, Assistant City Attorney Public Works
Theresa Heffner, Clerk of Board of Public Works
FROM: Jacob M. Klosinski, P.E., Assistant City Engineer
SUBJECT: 123-032 CSO 22 Control Valve Replacement
Professional Services Agreement (PROJ00000433)
DATE: June 1, 2023

The Division of Engineering recommends the Board of Public Works approval of a
Professional Services Agreement with Commonwealth Engineers, Inc. for design and
construction administration services for Project No. 123-032 CSO 22 Control Valve
Replacement.

Project Background
The CSO 22 Control Valve Structure needs to be updated with a new electrically actuated
valve, control structure and additional intercepting structures to provide a more reliable
monitoring system for the CSO. This project compliments future improvements that are
necessary to monitor the combined sewer interceptor near a CSO Equalization and
Storage Tank that will eventually be constructed near the intersection of Randolph Street
and Sampson Street at Randolph Park. CSO 22 is downstream of the proposed tank and
the improvements will provide improved monitoring and control of the throttle pipes that
enter sewers along Lincoln Way East, located west of Ironwood Drive.

Currently, the throttle pipe carries underneath a structure that was built over the sewer
easement of the throttle pipe. This project seeks to relocate the throttle pipe so that flow
from the throttle pipe does not carry under the existing building. This will require new
easements on the existing property to accomplish the throttle pipe relocation. Pending final
design, the existing sewer easement will either be retained or vacated. This will be further
explored through risk-benefit assessments of the future operations that will be required to
drain the CSO Storage Tank at Randolph and Sampson.

This project will be funded through Sewage Works, Wastewater Capital Account 642-
06-605-514-442005.

For questions regarding the subject agenda request, contact Jacob M. Klosinski, P.E.
(Ext. 9496) at the Division of Engineering.
