Page 1 of 2 <br /> <br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Theresa Heffner, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, Project Engineer <br /> <br />SUBJECT: Award Bid - Project No. 123-030 <br />‘The Hill’ TIF Project – Site Work <br />DATE: 06/05/2023 <br />On May 9, 2023, the Board of Public Works opened and read bids for the above project. <br /> <br />Three bids were received, from Majority Builders, Premium Concrete Services, and Robert <br />Henry Corporation. The bids were reviewed and the bids from Majority Builders and Robert <br />Henry Corporation were found complete and responsive, while the low bid from Premium <br />Concrete Services must be rejected as non-responsive, due to not meeting the WBE goal. <br /> <br />Premium Concrete Services listed Kennedy Expressline as their intended WBE subcontractor; <br />however, neither Premium Concrete Services nor Kennedy Expressline was able to produce <br />certification of WBE status. As such, Premium Concrete Services is not able to meet the WBE <br />goal, and per the Program Plan for the City’s MWBE Ordinance, the bid must be rejected as <br />non-responsive. <br /> <br />The second-low bidder, Majority Builders, exceeded the MBE goal but was unable to meet the <br />WBE goal. They were granted a Good Faith Effort waiver, as Majority was able to show they <br />had contacted seven (7) different WBE subcontractors, and also advertised WBE opportunities <br />in the South Bend Tribune, but either did not receive a response, or was unable to reach a <br />subcontracting agreement. <br /> <br />A breakdown of the bids is as follows: <br /> <br />Contractor: Premium Concrete <br />Services <br />Majority Builders Robert Henry <br />Corporation <br />Base Bid: $428,691 $478,574 $650,000 <br />Deduct Alt. #1 ($4,980) ($6,840) ($7,130) <br />Deduct Alt. #2 ($14,380) ($8,213) ($4,000) <br />Deduct Alt. #3 ($3,000) ($1,788) ($4,000) <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
