Qtommittt wort: ub& Works anti leroperty Ia ation Qommttte The February 26, 2001 meeting of the Public Works and Property Vacation Committee was called to order by its Chairperson, Council Member David Varner at 3:53 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members: Aranowski, Pfeifer, King, Kelly, White, Varner, Ujdak, Coleman and Kirsits; Citizen Member Isabelle Gonzalez, Community and Economic Development Director Jon Hunt, Michael Giulioni,Kimberly Pinter,James Harris,John Hosinski, Charles Howell, Bernie Feeney, John Phair, Fire Chief Luther Taylor, Jennifer Mielke, Terry Bland of the rpoutb 113era VGribut e, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Varner noted that the attorney for the South Bend Community School Corporation has filed a letter with the City Clerk requested that Bill No. 6-01 be continued until the March 26th Council meeting. Council Member Varner noted that the next item on the agenda was to review Bill No. 9-01 which would vacate four (4) alleys in the Hartman and Miller's Plat requested by the Eddy Street Land Trust. Mr. Feeney requested that the Bill be continued until March 26th so that he and his counsel, John Hosinski, would have an opportunity to address some of the concerns raised about the proposed vacation. Council Member King noted that any proposed easements must be signed and available for inspection by the Council before the proposed Bill goes to public hearing. In light of the public present to voice concerns about the project, Dr. Varner opened up the public portion on Bill No. 9-01. Jennifer Mielke, a Community Development Planner, requested a site plan for the project noting that such was not a requirement at the present time. John Phair of the Holladay Property Services, Inc., noted that they own property north of the proposed vacated area. He noted that there are twenty-six (26) homes located there and currently only have one (1) access point which is often blocked when there is inclement weather. He noted that an overall master plan for the area should be followed ant that the proposed project is moving far too fast. Charles Howell voiced concern noting that the State Highway Department and the Northeast Neighborhood are still in the design phase for the area and that they should be aware of all proposed plans before moving forward with the proposed vacation. Kimberly Pinter stressed the need for clearly designed plans for the area. James Harris presented a petitioner against the Eddy Street Land Trust alley vacation closing request signed by 17 individuals (copy attached). Dr. Varner noted that discussion on Bill No. 9-01 will continue to the Committee meeting of March 26th. He also noted that the South Bend School Corporation'will be holding an informational
