Qtommittt wort: <br /> ub& Works anti leroperty Ia ation Qommttte <br /> The February 26, 2001 meeting of the Public Works and Property Vacation Committee was called <br /> to order by its Chairperson, Council Member David Varner at 3:53 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, King, Kelly, White, <br /> Varner, Ujdak, Coleman and Kirsits; Citizen Member Isabelle Gonzalez, Community and <br /> Economic Development Director Jon Hunt, Michael Giulioni,Kimberly Pinter,James Harris,John <br /> Hosinski, Charles Howell, Bernie Feeney, John Phair, Fire Chief Luther Taylor, Jennifer Mielke, <br /> Terry Bland of the rpoutb 113era VGribut e, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Varner noted that the attorney for the South Bend Community School <br /> Corporation has filed a letter with the City Clerk requested that Bill No. 6-01 be continued until the <br /> March 26th Council meeting. <br /> Council Member Varner noted that the next item on the agenda was to review Bill No. 9-01 which <br /> would vacate four (4) alleys in the Hartman and Miller's Plat requested by the Eddy Street Land <br /> Trust. <br /> Mr. Feeney requested that the Bill be continued until March 26th so that he and his counsel, John <br /> Hosinski, would have an opportunity to address some of the concerns raised about the proposed <br /> vacation. <br /> Council Member King noted that any proposed easements must be signed and available for <br /> inspection by the Council before the proposed Bill goes to public hearing. <br /> In light of the public present to voice concerns about the project, Dr. Varner opened up the public <br /> portion on Bill No. 9-01. <br /> Jennifer Mielke, a Community Development Planner, requested a site plan for the project noting <br /> that such was not a requirement at the present time. <br /> John Phair of the Holladay Property Services, Inc., noted that they own property north of the <br /> proposed vacated area. He noted that there are twenty-six (26) homes located there and currently <br /> only have one (1) access point which is often blocked when there is inclement weather. He noted <br /> that an overall master plan for the area should be followed ant that the proposed project is moving <br /> far too fast. <br /> Charles Howell voiced concern noting that the State Highway Department and the Northeast <br /> Neighborhood are still in the design phase for the area and that they should be aware of all <br /> proposed plans before moving forward with the proposed vacation. <br /> Kimberly Pinter stressed the need for clearly designed plans for the area. <br /> James Harris presented a petitioner against the Eddy Street Land Trust alley vacation closing <br /> request signed by 17 individuals (copy attached). <br /> Dr. Varner noted that discussion on Bill No. 9-01 will continue to the Committee meeting of March <br /> 26th. He also noted that the South Bend School Corporation'will be holding an informational <br />
