If anyone desires to speak, it will be appreciated if you will sign -in <br />on the speaker sheet so that we will have that information. <br />■ The Preliminary Engineering Report is available for review at the office of the South Bend Public <br />Works at 227 West Jefferson Blvd. Suite 1300 N South Bend, Indiana from May 12, 2023 through <br />May 22, 2023. <br />• This meeting may be recorded. Minutes of this meeting will be made a part of the final <br />Preliminary Engineering Report submittal to the Indiana Finance Authority. <br />o There is a written comment or question form attached to this handout. Please feel free to use <br />this. All written questions or comments with contact information included will receive a written <br />response. Written comments are preferred so that answers can be documented and made a <br />part of the final document. <br />• If responses to questions can be readily answered by the engineer or staff today, we will provide <br />answers. If the response will require a more detailed effort or research, the response may be <br />deferred to a written response provided to the speaker. The City of South Bend respects public <br />input regarding this effort. <br />Project Need and General Summary: <br />This Preliminary Engineering Report (PER) is for engineering design, bidding, construction, and start-up <br />for the City of South Bend's Combined Sewer Overflow (CSO) System CSO 045 2.0 MG Equalization Basin <br />and for improvements to the current Wastewater Treatment Plant (WWTP). <br />The City of South Bend, Indiana is currently under a 2021 Consent Decree with the United States EPA, US <br />Department of Justice, and the State of Indiana Department of Environmental Management. The <br />purpose of the Consent Decree is to require the City of South Bend to comply with the Clean Water Act <br />as it relates to combined sewer discharges to the ground or to Waters of the United States. As part of the <br />Consent Decree, the City of South Bend completed a Long Term Control Plan (LTCP) for addressing these <br />issues. The Consent Decree establishes a specific timeline for compliance and establishes a schedule for <br />initiating and completing each project in the plan. <br />The two projects discussed in this report, the WWTP CSO 045 Equalization Basin Project and the WWTP <br />Hydraulic Improvements Project, are part of the work required for the purpose of reducing the volume <br />and/or frequency of CSO events from the City's collection system and increasing the capacity of the <br />WWTR This project involves the first of four CSO tanks installed as part of the Long Term Control Plan. <br />
