We understand the city has the desire to hit the ground <br />running on this project and have the planning efforts complete in Q1 of 2026. We have already taken steps <br />to get the first pieces of this project in motion. This includes getting the topographic survey, traffic study, <br />and environmental document all on our team’s schedule. With this quick start we envision the schedule for <br />each major item to go as shown. <br />PUBLIC INVOLVEMENT <br />Our approach will build upon the charrette <br />completed by the University of Notre Dame, to <br />gain public trust and buy-in. There are a number <br />of businesses and residents that will be impacted <br />in some manner by this project. Each of them will <br />want to be informed as to how the project will affect <br />them. It is our experience that an aggressive public <br />outreach initiative should be implemented to gain <br />buy-in for your project. Once the community knows <br />that this project is a great investment for their <br />community and how it will be a benefit to them, <br />you will have complete buy-in of your constituents <br />and can build a project that everyone can be <br />proud of. Nick and his project team, including <br />communications professional Kathy Wolf, will work <br />closely with City staff to develop a public outreach <br />plan that is best for this project. Our initial thoughts <br />include hosting a series of public information <br />open houses where the city’s vision for the <br />entire area can be conveyed and the benefits to <br />the local community can be shared. We can then <br />offer the public the chance to ask questions and <br />provide input. We will take this input and work with <br />the city staff on what we will incorporate into the <br />project. We would also encourage the creation of a <br />project website in order to provide the public with <br />24/7 access to the project information. <br />FUNDING THE PROJECT <br />Having a plan for the project is just part of what <br />makes a project a reality. Another key piece <br />is securing funding for the construction of the <br />project. American Structurepoint has recently <br />helped numerous clients secure over $100 million <br />in construction funding for their projects. We will <br />use the Preliminary Design Concept outlined and <br />the Ready-to-Approve Environmental Document <br />to aid South Bend in securing construction <br />funds to take the project from concept through <br />construction. American Structurepoint understands <br />the funding sources for the project and that proper <br />cost estimating early on in the project is critical. <br />Accounting for construction cost is only part of <br />the project, so we make sure to capture soft costs <br />such as land acquisition and reimbursable utilities <br />early. We will develop a cost estimate early and <br />continually update it for INDOT Bid Price Data and <br />market conditions so there are not any surprises on <br />cost for the owner.
