PAGE 9 CITY OF SOUTH BEND <br />MARKET DISTRICT IMPROVEMENT PROJECT <br />TOPOGRAPHIC SURVEY <br />The topographic survey serves as the foundation <br />for the project conceptual design alternates, which <br />is why we will get started on this immediately <br />following project award and notice to proceed. Our <br />survey team already has this project earmarked in <br />their schedule for Q3 2023. Because the project <br />limits cover a large area and we understand the <br />priority the City has set, our team will perform full <br />topographic survey for projects 01 to 08, east of the <br />St. Joseph River, right out of the gate. <br />COST SAVINGS IDEA <br />For projects 09 to 13, which are <br />located west of the St. Joseph River, <br />we will utilize available GIS and public LiDAR data <br />to perform the preliminary planning study. <br />We have successfully provided surveying services <br />on numerous projects, ranging from small <br />intersection improvement projects to large urban <br />highway projects. We will use our talented survey <br />staff to incorporate all available GIS information <br />and aerial imagery supplemented with LiDAR data <br />and field survey where needed. By using multiple <br />survey delivery methods we will be able to <br />provide South Bend with a solid foundation <br />on which to develop this project and get the <br />most value out of the project funds. Our design <br />will take full advantage of the topographic <br />survey options previously outlined to ensure <br />that when this project is transitioned from a <br />planning project to full design, re-work will be <br />minimized, thus saving South Bend both time <br />and unnecessary cost. <br />TRAFFIC STUDY <br />Our traffic team is intimately familiar with the City <br />of South Bend’s traffic signal system, roadway <br />network and current operational desires. Our <br />preliminary review of the crash data has helped <br />define the direction of the proposed project. The <br />proposed realignment of the streets leading to/from <br />the Eddy Street Bridge is anticipated to improve <br />safety in this area as existing conditions resembling <br />those typical of a freeway will be avoided with the <br />removal of the existing ramps. This change will <br />remove the existing conflict points in areas that are <br />prone to higher operating speeds. The proposed <br />realignment of the roadway network in the vicinity <br />of the bridge is anticipated to improve access and <br />mobility while having a traffic calming effect on the <br />local streets. <br />Our analysis would include traffic data collection <br />such as intersection turning movement counts <br />and origin-destination (O-D) data. During the <br />Smart Streets Traffic Analysis that our team <br />completed, cell phone data was utilized to <br />provide detailed and accurate O-D data to assist <br />with the redistribution of traffic throughout the <br />City’s roadway network. A similar, but more <br />refined approach would be necessary for the <br />proposed traffic calming and elimination of <br />certain movements. In addition, our team would <br />work closely with the Michiana Area Council of <br />Governments (MACOG), to review and refine <br />the travel demand model to account for growth <br />(creation of newer mixed-use urban areas) and the <br />impacts to the roadway network as a result of the <br />interchange removal. <br />We will work with the City to determine the <br />proper safeguards for pedestrians, bicyclists and <br />micro-mobility services. Special attention will be <br />paid to ADA accommodations throughout the <br />design while coordinating with the road design <br />and environmental teams. Our traffic team is <br />experienced with alternative intersection types <br />(such as roundabouts, median u-turn, quadrant <br />roadway, displaced left-turn, continuous <br />green-T), and determining which situations these <br />intersections are most beneficial to operations <br />while providing traffic calming effects. <br />ROADWAY CONCEPTUAL DESIGNS <br />We will start our conceptual design by taking all the <br />information from the traffic study and coordination <br />with MACOG, along with valuable input gathered <br />during the charrette held at the University of <br />Notre Dame and documented by the School of <br />Architecture to advance the roadway network <br />concept from the roadway network shown on the <br />previous page. We will develop multiple roadway <br />typical section alternates that include varying travel
