lommitt Zort: <br /> Zoning aub line xatton Qtommitt <br /> The June 25, 2001 meeting of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Karen L. White at 4:02 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members: Aranowski, King,White,Kelly,Varner,Kirsits, <br /> Pfeifer and Coleman; Carl Littrell, Gary Gilot, Isabele Gonzalez, Khadijah Muhammad, Michael <br /> Dansch, Nancy Sulok of the 'OtttUJ ub tribune, and Kathleen Cekanski-Farrand, Council <br /> Attorney. <br /> Council Member White noted that the first item on the agenda was to review Bill No. 45-01 which <br /> is a proposed historic landmark designation for the property located at 2716 Vine Street, the site of <br /> the"Old Nuner School". <br /> Council Member White noted that the Council had received a letter dated June 21, 2001 from John <br /> Oxian President of the Historic Preservation Commission (copy attached) requesting that the <br /> public hearing be postponed until July 9, 2001 "to allow the Neighborhood Association and the <br /> Commission to obtain all proposals form interested developers". <br /> Council Member White noted that she, Dr. Varner and the Council Attorney met informally with <br /> representatives of the South Bend Community School Corporation. That in light of that discussion <br /> and the request from Mr. Oxian, that she would entertain a motion to continue Bill No. 45-01 on <br /> the condition that certain information be filed with the Office of the City Clerk by HPC and SBCC <br /> by the filing deadline and that the Council take formal action to pass or defeat Bill No. 45-01 on <br /> July 9th. <br /> The Council Attorney noted that some of the requested information would include a time-line from <br /> the SBCC with regard to all action on Nuner School, a cost-benefit analysis, physical structure <br /> long-term plan and that all documents with regard to notice and hearing from HPC would be <br /> requested so that the Council may make an informed decision on the requested historic landmark <br /> proposal. She added that the overall process with regard to timeliness and equal protection <br /> concerns were also discussed. <br /> Council Member King noted that such information would be helpful adding that proposed <br /> development and interim protection status need to be carefully considered. <br /> Council Member Coleman agreed that additional details are necessary and voiced support for the <br /> action proposed by Council Member White. <br /> Council Member Kelly noted that he had toured Nuner and the benefit would have to be <br /> astronomical to save the facility. <br /> Council President Pfeifer inquired into what notice is given to surrounding neighborhood groups <br /> or businesses when a use stops on such buildings. She stressed the need for neighborhood input <br /> and hoped that that would be a consideration in any additional legislation in this area.
