tommtt *Jot:
Zoning an4 2inrotocation Qommit
The May 29, 2001 meeting of the Zoning and Annexation Committee was called to order by its
Chairperson, Council Member Karen L. White at 4:20 p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members: Aranowski, King,Ujdak, White, and Coleman;
Carl Littrell, Gary Gilot, Jon Hunt,John Oxian,Terry Bland of the itioutb Sena tribu1U, and
Kathleen Cekanski-Farrand, Council Attorney.
Council Member White noted that the first item on the agenda was to continue the discussion on
Bill No. 10-01 which is a request to designate the railroad bridge across the St. Joseph River,
adjacent to the Angela Street Bridge as an historic landmark.
Council Member White noted that currently there is not a quorum of the Committee, however she
would proceed to receive information.
John Oxian, President of the Historic Preservation Committee noted that he had spoken with
Joanne Sporleader with regard to the proposed historic landmark designation. He noted that she
had inquired as to whether the railroad had abandoned the right-of-way. Mr. Oxian stated that the
Commission could go forward themselves to declare interim protection on the bridge. He noted
that he would be willing to have this measure continued since the HPC could seek interim
protection to protect the bridge so that it would not be torn down before the Council takes formal
action on the pending Bill.
The Council Attorney noted that Council Member White, Mr. Oxian and herself had discussed this
Bill prior to the Committee meeting. At this point Council Member Ujdak joined the meeting and a
quorum of the Committee was therefore present.
Carl Littrell noted that informal notice to abandon the right-of-way has been provided, however the
process is involved and will take a substantial period of time. Mr. Littrell further noted that the
City would like to see the railroad bridge eventually incorporated into the trail system. He further
noted that the Board of Public Works would be notifying the railroad to take necessary actions to
make the railroad bridge safe. A permit would be required from the Building Department for the
bridge to be demolished.
Following discussion, Council Member Coleman made a motion, seconded by Council Member
Ujdak that Bill No. 10-01 be continued at the request of the petitioner until the July 9th Council
meeting. The motion passed.
There being no further business to come before the Committee, Council Member White adjourned
at 4:30-pan.
Respectfully submitted,
ouncii Memttx Karet1 I_,. White, Chairperson
Wining and Annexation'Committee
ItCF:kmf
