(Committer UPPOr t: a <br /> Zoning alto Zinttexa[tion tommitta <br /> The July 23, 2001 meeting of the Zoning and Annexation Committee was called to order by its <br /> Chairperson, Council Member Karen L. White at 4:30 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members: Aranowski, King,White,Kelly,Varner,Kirsits, <br /> Pfeifer and Ujdak; Gary Gilot, Don Fozo, Jon Hunt, Jeff Myers, Caroline Beerbaum, Richard <br /> Nussbaum, Jon Hunt, Terry Bland of the fiiQUth Setts grtbitttt, and Kathleen Cekanski- <br /> Farrand, Council Attorney. <br /> Council Member White noted that the first item on the agenda was to review Bill No. 53-01 which <br /> is a zoning request for the property located at 346 North Ironwood Drive. <br /> Jeff Myers, a staff member of Area Plan, gave the Area Plan Report. He noted that it received a <br /> favorable recommendation at the July 17, 2001 Area Plan Commission meeting(report attached). <br /> Mr. Richard Nussbaum, an attorney with Sopko, Nussbaum and Inabnit made the presentation. <br /> He noted that he represents the contingent purchaser, Cressy and Everett, Inc. who is requesting a <br /> change to"0"Office District. The Dunbar Mortgage Company will be moving their mortgage loan <br /> operation into the facility. They will have three (3) employees. He noted that the concerns raised <br /> by Carl Littrell earlier have been resolved. He further noted that they met with the neighbor to the <br /> north and sent additional notice beyond that required by state law. They will not have signage <br /> initially but would comply with the regulations under"O"Office if signage is desired at a later date. <br /> Council Member King noted that the proposed rezoning is in his Councilmanic District. He noted <br /> that the petitioner has worked well with the neighbors. He sees the proposed use as a good use <br /> which will provide a good buffer to the residential area. <br /> Dr. Varner inquired about signage and it was confirmed that the petitioner would comply with the <br /> "0"Office regulations. <br /> Following discussion, Council Member Varner made a motion, seconded by Council Member <br /> Ujdak that Bill No. 53-01 be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Council Member White noted that the Special Advisory Zoning <br /> Committee held its first meeting last Friday. Jon Hunt was selected to head this Committee. <br /> Council Member White noted that the Committee has three (3)representatives from the South Bend <br /> Community School, three (3) representatives from the Historic Preservation Commission, the <br /> President of the neighborhood association, a resident from the area, two (2) representatives from <br /> the City Administration and Council Members King and Kelly. No developers are on the <br /> Committee so that there will be neutrality in this area of proposed developments. The next meeting <br /> will be Friday,July 27, 2001 at noon. <br /> Council Member King noted that the first meeting was cooperative in spirit, and that he was <br /> pleased with the initial discussion. <br /> Council Member Kelly agreed that the first meeting started off on a good note. <br /> Jon Hunt noted that he would be getting information out on Tuesday. <br />
