QCommtttot port: <br /> mun z aub f irm tic 4Cammtttuz <br /> The September 24, 2001 meeting of the Personnel and Finance Committee was called to order by <br /> its chairperson, Council Member James Aranowski at 4:18 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Coleman, Varner, White, Pfeifer, Kirsits, <br /> Aranowski, King, and Kelly; Mayor Stephen J. Luecke, Tom Skarbek, Terry Bland of the <br /> $ A O Otttt$ tGt'thUUUt and Kathy Cekanski Farrand, Council Attorney. <br /> Council Member Aranowski noted that Bill No. 76-01 which would levy taxes and fix the rate of <br /> taxation; Bill No. 77-01 which would appropriate monies in the designated Enterprise Funds for <br /> 2002; and Bill No. 78-01 which would appropriate monies for the Civil City budget for 2002 <br /> would be combined for purposes of the public hearing. <br /> Mayor Luecke thanked the Council for the many hours which they have spent in hearings on these <br /> three (3) Bills over the past several weeks. The Mayor stated that 3.5834 would be the figure for <br /> taxes being levied, noting that the City is attempting to capture the full 5%permitted by law. <br /> Following discussion, Council Member King made a motion, seconded by Dr. Varner that Bill <br /> Nos. 76-01,77-01 and 78-01 be recommended favorably to Council. The motion passed. <br /> Mayor Luecke then presented Substitute Bill No. 79-01 which would establish salaries for <br /> appointed officers and non-bargaining employees for 2002. The Mayor noted that the substitute <br /> bill addresses changes for three (3) positions. The salary for the Director of the Morris Civic is <br /> recommended to be $ 60,000 in light of the additional responsibilities and expansion of duties. A <br /> new title is being recommended at the Century Center "Manager of Media Services"; and a <br /> paralegal position is being recommended in the legal department. The paralegal would work on <br /> economic development matters at the cost of $ 32,500 with TIF dollars being used to reimburse <br /> this position. <br /> Dr. Varner suggested that the titles not necessary in the budget be zeroed out if possible. <br /> Council President Pfeifer inquired why the attorney position in the Legal Department had not been <br /> filled. Mayor Luecke stated that he would have Mr. Leone report back to the Council on that <br /> question. <br /> Council Member King noted that Mr. Andres would have the opportunity to make much more <br /> money under the current situation and co-promoting. Council Member King noted that his <br /> dedication to the job and the energy which he brings is laudable. <br /> Council Member Kelly added that he served on the search committee who recommended the hiring <br /> of Mr. Andres. <br /> Dr. Varner noted that he appreciates the manner of addressing Mr. Andres situation since it avoids <br /> any appearance of a conflict of interest. <br /> Council Member King that made a motion seconded by Council Member White that Substitute Bill <br /> No. 79-01 be recommended favorably to Council. The motion passed. <br />
