INTER-OFFICE MEMORANDUM <br />Department of Law <br />City of South Bend 227 W Jefferson Blvd <br />TO: Board of Public Works, Theresa Heffner, Michael Schmidt <br />FROM: Jenna Throw, Assistant City Attorney <br />SUBJECT: Memorandum of Understanding with Teamsters Local 364 <br />DATE: April 21, 2023 <br />Members of the Board, Ms. Heffner, and Mr. Schmidt: <br />The Memorandum of Understanding (“MOU”) before you at the April 25, 2023 Board of Public <br />Works meeting sets forth an agreement between the Department of Community Investment <br />and its Neighborhood Services Work Group and the Teamsters Local 364. The subject of this <br />MOU is Commercial Drivers Licenses (“CDL”). <br />As has been approved in other work groups over the past six months, the Department of <br />Community Investment desires to provide the Neighborhood Services Work Group with <br />premium pay for holding a CDL. This premium pay is consistent with the premium pay amounts <br />in other work groups. <br />Next, the MOU addresses reimbursement for testing. These provisions memorialize existing <br />practice within the Neighborhood Servies work group for the reimbursement of CDL testing. <br />These provisions were memorialized in this MOU similarly to how other work groups have <br />memorialized their training reimbursement practices.
