Qa
tommctat Z o t:
*arks ara Ucroation Commitfr
The March 12, 2001 meeting of the Personnel and Finance Committee was called to order by its
Chairperson, Council Member Sean Coleman at 5:20 p.m. in the Council Informal Meeting Room.
Persons in attendance included Council Members: Aranowski,King,Kelly, Varner, Ujdak, White,
Coleman and Kirsits; Interim Director of the Potawatomi Park Zoo Clarence Wright, Terry Bland
of the &nab Val4 tributrir, and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Coleman noted that the first item on the agenda was to review Bill No. 21-01
which would amend Salary Ordinance No. 9137-00 for a non-bargaining position.
Clarence Wright made the presentation. He stated that the bill would increase the salary for the
Zoo General Curator from the approved amount of $ 31,050 to $ 35,000 so that it would be
consistent with national average salaries for such positions.
In response to questions from Council Member Coleman, Mr. Wright noted that the position has
been vacant for approximately six (6) months.
Following discussion, Council Member Aranowski made a motion, seconded by Council Member
King that Bill No. 21-01 be recommended favorably to Council. The motion passed.
Under unfinished business, Council Member Coleman stated that there will be a meeting on March
20th on the proposed renovation of Coquillard Park. On April 16th the architects will be present
for the proposed design of the park from the Notre Dame School of Architecture and neighborhood
representatives.
Council Member King noted that the project is building momentum and that 27 residents attended
the last meeting.
Council Member Coleman requested as many Council Members as possible to attend.
Council Member Coleman that highlighted the proposed skate park facility. He noted that Phil St.
Clair and Paul McMinn would be contacting Council Members directly on the proposal. At the
Parks and Recreation Committee meeting of March 5th, March 26th was the proposed date for
another committee meeting on the project. He noted that the Mayor preferred that date.
Council Member King noted that in light of the Greenlawn vacation request continued to the March
26th meeting and several other potentially controversial items, that perhaps further discussion at the
committee level should take place on April 9th. He further noted that the overall concern is the
appropriate and best priority for the use of such funds.
Dr. Varner and Council Member White noted that they would prefer April 9th for this discussion
also.
Council President Pfeifer noted that in light of the amount of money under consideration that the
Council should be respectful and give full opportunity for discussions.
Council Member Coleman stated that he would talk to the Mayor and the Park Superintendent.
