Boyles, PE, City Engineer <br />SUBJECT: Self-Performance of 2023 City Paving Projects <br />DATE: April 3, 2023 <br /> <br />I am presenting the 2023 Internal Paving Schedule for work to be self-performed by the City’s <br />internal work forces. The attached document provides details on 60 separate paving projects <br />anticipated to be completed by the end of 2023 as part of the annual paving program. The <br />document indicates which streets will be milled and paved, estimated material costs, estimated <br />equipment costs, and estimated cost of labor for an overall estimated project cost. The estimated <br />project costs range from approximately $6,000 to $154,600. <br /> <br />According to IC 36-1-12-3, the City is not required to bid public works projects that it can self- <br />perform if the estimated cost is less than $250,000 including the cost of materials. However, if the <br />cost of a project is greater than $100,000, the Board of Public Works must provide notice of the <br />intent to self-perform said work and make a determination that it is in the City’s best interest to <br />perform this work. Additionally, the City must already have the human resources on staff and <br />capability to perform the work. <br /> <br />Two (2) of the 60 projects scheduled for 2023 paving have an estimated cost of more than <br />$100,000. <br /> <br />32nd Street from Mishawaka Avenue to the railroad is estimated to be $106,401.54. <br />York Road from Ireland Road to the dead end is estimated to be $154,618.98. <br /> <br />Materials for these projects have already been acquired under IC 5-22 (public purchasing). <br /> <br />By way of this memorandum, I would like to set forth notice of the City’s intent to use its own <br />workforce to perform the above-mentioned paving project, each estimated to cost more than <br />$100,000, but not exceed $250,000. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
