Q ommitt* wort: <br /> touts iz tabu; lommittr <br /> The April 9,2001 meeting of the Council Rules Committee was called to order by its Chairperson, <br /> Council President Charlotte Pfeifer at 4:45 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Varner, <br /> Ujdak, Coleman, Kirsits and White; Marco Marian, Public Works Director Gary Gilot, Terry <br /> Bland of the'out.Uj trtbuixt, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council President Pfeifer stated that the meeting was called in order to review Bill No. 24-01 <br /> which would amend various sections in Chapter 2, Article 1 of the South Bend Municipal Code <br /> addressing the governing regulations of the Common Council, as well as Section 2-58 addressing <br /> requirements for all boards, commissions and other entities. <br /> Council President Pfeifer noted that the Bill would add two (2) new committees, namely the <br /> "Information and Technology Committee" and the "Community Relations Committee" which <br /> would be headed by Council Member King and Council Member White, respectively. She also <br /> noted that the Parks and Recreation Committee is proposed to be amended in its title to reflect the <br /> arts and cultural entertainment areas. Additionally, the citizen members would be permitted to vote <br /> as well as make motions, with such modifications promoting better participation of such members. <br /> Council President Pfeifer stated that she had discussed the proposed changes with the City <br /> Attorney and the Mayor. They suggested that both the City Clerk and the Mayor's Office be <br /> "information centers" with that proposal being made as a friendly amendment. They had also <br /> requested that the ten(10) days period for file minutes be extended. She also noted that oftentimes <br /> the minutes are not "Official" until the next business meeting, and therefore proposed that the <br /> agencies file preliminary minutes as well as"official"minutes once they are formally acted upon by <br /> the agencies indicated appropriately. <br /> Council Member King stated that ten (10) days should be sufficient in the business world. The <br /> purpose of the filing is to inform and make information available. <br /> Council Member Coleman stated that he would prefer that the Parks and Recreation Committee <br /> keep that terminology with the additional areas being added. The Committee would then be known <br /> as the"Parks,Recreation, Cultural Arts and Entertainment Committee". <br /> Council Member King suggested that the governing rules of the Council should be reviewed on an <br /> annual basis. Council President Pfeifer agreed suggested that the review take place each January. <br /> Following discussion, Dr. Varner made a motion, seconded by Council President Pfeifer that Bill <br /> No. 24-01 as to be amended be recommended favorably to Council.
