Qtommitt*s *sport: <br /> Community and Economic Development Committee <br /> to tbt common atoutttfl of Ott eit1 of £outb O: <br /> The January 24,2000 meeting of the Community and Economic Development Committee <br /> was called to order by Council Member Roland Kelly, Chairperson of the Committee at <br /> 4:00 p.m. in the Council informal meeting room . <br /> Persons in attendance included Council Members: Aranowski, Pfeifer, King, Varner, <br /> Ujdak,Kelly,White, Coleman and Kirsits; Citizen Member Jean Troutman-Poole,Marco <br /> Mariani,Ray Wisesberg, Sara Filley,Mike Beitzinger,Kim Warren, Brad Tothacker,Rick <br /> Milton, Ann Bockenkamp, Cassandra Phillips, Terry Bland of the giotttb NCO <br /> ZiCribun , and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-6 <br /> which is a five-year residential real property tax abatement request for G &M Properties <br /> for the properties located at 2801, 2807, 2813, 2817, 2821, 2825, 2901, 2905, 2909, <br /> 2917, 3001, 3019, 2802, 2808, 2814, 2820, 2902, 2906, 2912, 2916 West Calvert Street <br /> and 2239 South Prospect Street. <br /> Cassandra Phillips of Community & Economic Development reviewed her report of <br /> December 20, 1999 (copy attached). Garden Homes proposes to construct 21 3-bedroom • <br /> homes estimated between$75,000 to$ 85,000 for a total estimated project cost between <br /> $ 1,950,000 and $ 2,210,000. The petitioner has been granted ten (10) previous tax <br /> abatements. The report concluded that the petitioner meets the qualifications for a five year <br /> residential real property tax abatement. <br /> Mr. Ray Wisesberg of Garden Homes was available for questions from the Committee. <br /> Following discussion, Dr. Varner made a motion, seconded by Ms. Troutman-Poole that <br /> Bill No. 00-6 be sent with a favorable recommendation. The motion passed. <br /> The Committee then reviewed Bill No. 00-7 which is a five-year residential real property <br /> tax abatement request for American Home Dreams, Inc. for the properties located at 702, <br /> 730 and 732 Pennsylvania Avenue. <br /> Cassandra Phillips of Community & Economic Development reviewed her report of <br /> January 10, 2000 (copy attached). American Home Dreams, Inc. proposes to construct <br /> three(3)new homes of not less than 1,500 square feet with an estimated per home value of <br /> approximately $ 76,500. Qualified buyers would be eligible for a mortgage subsidy of <br /> between$ 15,000 and$ 17,000 through the St.Joseph County Housing Assistance Office, <br /> and the homes would be available to low and moderate income first time home buyers. The <br /> petitioner has received four (4) previous tax abatements. The report concluded that the <br /> petitioner meets the qualifications for a five year residential real property tax abatement. <br /> Marco Mariani,a Neighborhood Planner, made the presentation. He noted that the lots are <br /> currently owned by the Board of Public Works. He then showed a map of the area of the <br /> Southeast Neighborhood Project area. In response to a question from Dr. Varner, Mr. <br /> Mariani noted that originally there was a through street which is now a cul-de-sac in the <br /> area. The City paid for the cost of sidewalks and curbs with tax incremental financing <br /> paying for sewer and water lines to the shut offs. <br />
