ommunity&Economic Development Committee <br /> South Bend Common Council <br /> The March 27,2000 meeting of the Community&Economic Development Committee was <br /> called to order at 4:59 p.m. in the Council Informal Meeting Room by its Chairperson, Council <br /> Member Roland Kelly. <br /> Persons in attendance included Council Members: Aranowski, Varner, White,Kelly,Ujdak, <br /> Kirsits, Coleman, and Pfeifer; Citizen Member Khadijah Muhammad,Bernie Feeney,Kenneth <br /> Fedder,Andy Place, Cassandra Moran,Leon Stein,Dave VanDeWeille,Fred Jaronik,Michael <br /> Damianio, Tony Nania,Mark Catanzarite,Joe Wagner,Terry Bland of the South Bend Tribune, <br /> and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-28 <br /> which is a five(5)year residential real property tax abatement request for Place Realty, Inc. for <br /> various properties located on Jody Court, Amanda Lane, and Darden Road. <br /> Cassandra Moran of Community&Economic Development review the March 22, 2000 Tax <br /> Abatement Report(copy attached). She noted that the petitioner plans to construct twenty(20) <br /> three-bedroom homes each at a cost between$ 80,000-$ 120,000. The total project cost will be <br /> between$1,600,000 and$ 2,000,000. The report concluded that the petitioner meets the <br /> qualifications for the five-year residential real property tax abatement under section 2-77.1 of the <br /> South Bend Municipal Code. <br /> Mr. Bernie Feeney circulated pictures of the subject area. He noted that there are existing <br /> utilities in the area but that the developer would be extended such services at his expense. <br /> Mr. Andy Place stated that the project would be providing affordable starter homes within the <br /> city. <br /> Following discussion, Council Member Varner made a motion, seconded by Council Member <br /> Ujdak that Bill No. 00-28 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-31 which is a resolution addressing the issuance of <br /> Economic Development Revenue Bonds for Colbert Packaging Corporation located at 3260 <br /> McGill Street. <br /> Mr. Kenneth Fedder,the attorney for the petitioner,made the presentation. He noted that this is <br /> an inducement resolution indicating a desire to consider financing for the project. The petitioner <br /> needs additional space for the manufacturing of boxes used in the chocolate industry by Nestle <br /> and Hersheys. The project is estimated at$ 1.8 million. If the inducement resolution is adopted, <br /> he will need to go back to the Economic Development Commission and the Council with a <br /> formal ordinance.
