ommunity&Economic Development Committee
South Bend Common Council
The March 27,2000 meeting of the Community&Economic Development Committee was
called to order at 4:59 p.m. in the Council Informal Meeting Room by its Chairperson, Council
Member Roland Kelly.
Persons in attendance included Council Members: Aranowski, Varner, White,Kelly,Ujdak,
Kirsits, Coleman, and Pfeifer; Citizen Member Khadijah Muhammad,Bernie Feeney,Kenneth
Fedder,Andy Place, Cassandra Moran,Leon Stein,Dave VanDeWeille,Fred Jaronik,Michael
Damianio, Tony Nania,Mark Catanzarite,Joe Wagner,Terry Bland of the South Bend Tribune,
and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 00-28
which is a five(5)year residential real property tax abatement request for Place Realty, Inc. for
various properties located on Jody Court, Amanda Lane, and Darden Road.
Cassandra Moran of Community&Economic Development review the March 22, 2000 Tax
Abatement Report(copy attached). She noted that the petitioner plans to construct twenty(20)
three-bedroom homes each at a cost between$ 80,000-$ 120,000. The total project cost will be
between$1,600,000 and$ 2,000,000. The report concluded that the petitioner meets the
qualifications for the five-year residential real property tax abatement under section 2-77.1 of the
South Bend Municipal Code.
Mr. Bernie Feeney circulated pictures of the subject area. He noted that there are existing
utilities in the area but that the developer would be extended such services at his expense.
Mr. Andy Place stated that the project would be providing affordable starter homes within the
city.
Following discussion, Council Member Varner made a motion, seconded by Council Member
Ujdak that Bill No. 00-28 be recommended favorably to Council. The motion passed.
The Committee then reviewed Bill No. 00-31 which is a resolution addressing the issuance of
Economic Development Revenue Bonds for Colbert Packaging Corporation located at 3260
McGill Street.
Mr. Kenneth Fedder, the attorney for the petitioner, made the presentation. He noted that this is
an inducement resolution indicating a desire to consider financing for the project. The petitioner
needs additional space for the manufacturing of boxes used in the chocolate industry by Nestle
and Hersheys. The project is estimated at$ 1.8 million. If the inducement resolution is adopted,
he will need to go back to the Economic Development Commission and the Council with a
formal ordinance. He assured the Committee that there would be no city financing involved and
that there is no liability on the part of the city.
•
-Community&Ecnomic Development Committee Meeting Minutes of March 23,2000
