ltommtttet *oat <br /> Stazonnti anti finautt st ommttt e <br /> The August 28,2000 meeting of the Personnel and Finance Committee was called to order <br /> by its Chairperson,Council Member James Aranowski at 4:00 pm in the Council Informal Meeting <br /> room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer,Kelly,King,Varner, <br /> Coleman, White and Kirsits; Citizen Member Isabelle Gonzalez, Flint Dilley, Jennifer Mielke, <br /> Gene Oakley,Michael Giulioni, Citizen Member Jean Troutman-Poole,Terry Bland of the &MO <br /> SOO +t*Iblttt*,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Aranowski noted that the first item on the agenda was to review Bill No. <br /> 65-00 which would amend Chapter 20, Article 1 of the South Bend Municipal Code by setting <br /> forth parking regulations for municipally owned parking places. <br /> Michael Giulioni of the Community & Economic Development Department made the <br /> presentation. He presented a memorandum (copy attached) which outlined the background, <br /> purpose and intent of the proposed bill. All downtown parking facilities including parking lots and <br /> garages would have two (2) hour free parking. Warnings would be issued to violators. Flint <br /> Dilley noted that over ninety-five(95) signs have been erected providing notice. <br /> Following discussion, Council Member King made a motion, seconded by Council <br /> Member Varner that Bill No. 65-00 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-99 would is a resolution in support of the City's <br /> submission of an application for an Indiana Brownfield Assessment Grant. Council Member <br /> Aranowski made the presentation. He Noted that as a member of the steering committee for the <br /> area and being its District Council Member that a resolution of support for the development of the <br /> former Drewry Brewing property would enhance its possibility of receiving grant monies. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member King that <br /> Bill No. 00-99 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-101 which addresses a lease for the property <br /> located at 2202 West Huron for use as a Neighborhood Partnership Center. Jennifer Mielke made <br /> the presentation. She noted that the lease would be for one (1) year(from September 1st, 2000 to <br /> August 31,2001) for a monthly rent of$600.00. <br /> Following discussion, Council Member King made a motion, seconded by Dr. Varner that <br /> Bill No.00-101 be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Council Member Aranowski noted that the budget review <br /> will continue this week on Tuesday and Wednesday. Tuesday will focus on Public Works. <br /> Dr. Varner noted that Scottsdale Mall is currently in negotiations. He suggested that <br /> perhaps a Resolution supporting the Mall's efforts be considered in light of the City support given <br /> to Bosch and Drewry properties. Dr. Varner noted that keeping retail in the South Bend city limits <br /> is extremely important. He noted that he constantly hears that residents would do anything not to <br /> drive to University Park Mall. <br />
