Zoning and Annexation Committee <br /> South Bend Common Council <br /> The May 22, 2000 meeting of the Zoning and Annexation Committee was called to order <br /> by its Vice-Chairperson,Council Member Andrew Ujdak at 5:00 p.m. in the Council Informal <br /> Meeting Room. <br /> Persons in attendance included Council Members Aranowski,Kelly,King, Varner, <br /> Ujdak,Coleman and Kirsits; Khadijah Muhammad,Jon Hunt,Robert Hunt,Mayor Stephen J. <br /> Luecke, John Byorni,James Jasiewicz, Larry Magliozzi,Terry Bland of the South Bend Tribune, <br /> and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Ujdak noted that the first item on the agenda was to review Bill No. <br /> 25-00 which would annex into the city certain contiguous property located in German Township <br /> and would change the zoning designation. <br /> John Byorni,Assistant Executive Director of Area Plan noted that this is a city initiated <br /> ordinance. He provided copies of a new computer system handout showing the location of the <br /> property in question. It would be zoned to "D" light industrial. It received a favorably <br /> recommendation from both the staff and the commission. <br /> Larry Magliozzi stated that all of the legal criteria have been met. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr.Varner <br /> that Bill No. 25-00 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 00-47 which addresses a written fiscal plan and <br /> would establish a policy for the provision of services to an area in Penn Township commonly <br /> known as the Voco, Inc. Annexation. <br /> Mr. Magliozzi noted that this area is wooded and is below grade. It would become part <br /> of the 5th Councilmanic District. It is currently vacant and zoned"R"residential and would be <br /> zoned to"C"commercial. The land in question is 13.7 acres. <br /> Following discussion,Council Member Coleman made a motion, seconded by Dr. Varner <br /> that Bill No. 00-47 be recommended favorably to Council. The motion passed. <br /> In response to a question raised by Council Member Ujdak,Mr. Magliozzi noted the <br /> drainage would be addressed as part of the process. <br /> Under miscelleaonus business,Mayor Luecke provided an update on the census. He <br /> provided a handout to the Committee(copy attached). He noted that the city's response rate is <br /> 66%as of April 25th. The Mayor highlighted additional activities currently underway to assist <br /> in the census process through the partnership centers and the Minority Alliance. Reminders <br /> would be printed on the water bills also. In response to a question from Council Member King, <br /> Mr. Magliozzi noted that the cut off date is June 7th. Council Member Aranowski inquired <br /> about using the reverse 911.
