Zoning and Annexation Committee <br /> South Bend Common Council <br /> The August 14,2000 of the Zoning and Annexation Committee was called to order by its <br /> Vice-Chairperson, Council Member Andrew Ujdak at 3:40 p.m. in the Council Informal meeting <br /> room. <br /> Persons in attendance included Council Members: Aranowski,Pfeifer,King,Kelly, <br /> Ujdak,Varner,Kirsits and Coleman; John Byorni,Don Fozo,Isabelle Gonzalez,Jeff Polanski, <br /> Terry Bland of the South Bend Tribune,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Ujdak noted that a letter dated August 8, 2000 from Joni Laidig Moser <br /> of ReMax Connection was faxed to the City Clerk's Office(copy attached). This letter requests <br /> that Bill No. 43-00 addressing the proposed rezoning of 1533 Ireland Road would be withdrawn <br /> from further Council consideration. <br /> The Committee then reviewed Bill No. 50-00 which is a rezoning request for the property <br /> located at 1212 West Ford Street. John Byorni noted that the proposed rezoning received <br /> favorable recommendations from the staff and the Area Plan Commission. <br /> The Petitioner, Jeff Polanski made the presentation. He noted that he desires the <br /> rezoning so that the building can be rented as two(2) separate units. Following discussion,a <br /> motion was properly made and seconded that Bill No. 50-00 be recommended favorably to <br /> Council. The motion passed. <br /> The Committee then reviewed substitute Bill No. 51-00 which would amend Chapter 21, <br /> Article 10 of the South Bend Municipal Code addressing"sign regulations". Mr. Byorni noted <br /> that the Bill received favorable recommendations from the staff and the Area Plan Commission. <br /> Don Fozo,Building Commissioner,made the presentation. He noted that the Bill <br /> addresses four(4)primary areas: 1. It would change now signs are currently measured(from <br /> the current standard of the angle to the street); 2. It would limit signage on limited access <br /> highways; 3. It would require a minimum of 100' in selected areas such as along rivers; and 4. <br /> It would increase the time to review applications by his staff from five(5)days to fifteen(15) <br /> days. <br /> Council President Pfiefer raised several questions with regard to lighting and protecting <br /> neighborhoods and gateway corridors. <br /> Council Member Varner also inquired into lighting issues and further suggested that <br /> perhaps each of the Gateway Associations be contacted regarding the sign regulations and their <br /> impact on such neighborhoods. <br /> It was noted that Council Member King is working on design review standards which <br /> would address such concerns. <br /> Zoning and Annexation Committee Meeting of August 14,2000 <br />
