atommittt* *4port:
Public Works and Property Vacation Committee
tllt atommott touttcil of Ott Qttti of boutb n :
The January 10,2000 meeting of the Public Works and Property Vacation Committee was
called to order by its Chairperson, Council Member David Varner at 4:30 p.m. in the
Council informal meeting room.
Persons in attendance included: Council Members Pfeifer, King, Varner, Ujdak, Kelly,
White, and Coleman; Citizen Member Khadijah Muhammad,Carl Littrell,Dennis Brennan,
Ron Randolph, Bernie Feeney,Terry Bland, and Kathleen Cekanski-Farrand.
Council Member Varner noted that in light of the fact that since the Committee did not have
a quorum that all items scheduled for hearing would be reviewed for informational
purposes only.
The Committee then reviewed Bill No. 107-99 which would vacate the north/south alley
between Lafayette and Main Street. Mr. Ron Randolph, the Plant Manager for the South
Bend Medical Foundation made the presentation. He noted that the vacation is necessary to
permit the installation of a canopy so that drop-off items can be better protected.
Dr. Varner noted that the Board of Public Works gave a favorable recommendation with
qualification as further addressed in the January 5, 2000 letter(copy attached).
Mr. Dennis Brennan,a local attorney, did not object to the easement request of the City.
Mr. Randolph stated he did not object to the easement request which Mr. Littrell briefly
highlighted.
The Committee then reviewed Bill No. 108-99 which would vacate the first 12 foot north-
south alley west of Burns Street. Dr. Varner noted that it received a favorable
recommendation with qualification as further addressed in the January 5, 2000 letter(copy
attached).
Mr. Bernie Feeney of Lang,Feeney and Associates, Inc. made the presentation. He noted
that the vacation would permit the petitioner to double the size of their building.
Council Member King noted that he had been meeting with the Sharps and that they would
like to acquire additional property in the area. Rezonings would also be requested with all
such improvements being positively reviewed by the neighborhood.
Council Member Ujdak inquired whether the"bubble" at the end of the alley would still be
needed. Mr. Littrell noted that the vacation is the first step of a multiphase development
and so long as all utility easements were still in effect that the bubble would not be
necessary or the other condition suggested by Engineering in the January 5th letter.
Mr. Feeney noted that he would continue to work with the appropriate offices on each
phase of this development and expansion. He also noted that the Sharps have purchased
lot numbers 88, 89 and 90.
•
