Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walk- <br />ways, outbuildings, and other elements before evaluating their importance to the property’s history and develop- <br />ment. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of <br />unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be <br />viewed from public thoroughfares. <br />SITE VISIT REPORT: Administrator Toering visited the site on Monday, March 6, 2023 to discuss the proposed <br />project with the applicant and the contractors. Staff documented the condition of the primary structure (as well as <br />the cabin) at that time. The farmhouse exhibits multiple later additions, primarily on south/southwest sides, includ- <br />ing a large one and a half story shed roof addition that awkwardly interacts with the main structure. The exterior <br />aluminum siding is covering earlier wooden siding, this siding appears to be in the expected condition. Windows <br />on the primary structure appear to be later vinyl replacements. A wooden porch was recently removed in prepara- <br />tion of the proposed project. <br />STAFF RECOMMENDATION: The proposed changes constitute a comprehensive alteration to the exterior ap- <br />pearance, massing, configuration, and material of the structure. Original character defining features — specifically <br />the window configuration and proportions, as well as the under-eave decorative spindle work — are proposed for <br />removal or will be severely altered. The Standards and Guidelines state that “Structures already sided with incom- <br />patible materials should be returned to a siding similar to the original when renovation is considered.” Staff recom- <br />mends denial. <br /> <br />Prepared by <br />Adam Toering, Historic Preservation Administrator
