JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br /> <br /> <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: April 14, 2023 <br />Application Number: 2023-0309 <br />Property Location: 66251 Cedar Road <br />Architectural Style/Date/Architect or Builder: Vernacular Cross <br />Gable / 1895 / <br />Property Owner: Arlene and Leighton Stump <br />Landmark or District Designation: St. Joseph County Local Land- <br />mark, Ordinance #01-80 <br />Rating: Contributing <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Farmstead with house, log house, two barns and other outbuildings. <br />The irregular-floor plan farmhouse has wood clapboard with aluminum siding covering and multiple additions. <br />Majority of windows have been replaced. Carved fan/spindle decorations are under eave beneath the gables of the <br />roof. <br />ALTERATIONS: The summer kitchen appears to have been demolished without COA between 2003 and 2005. <br />The large barn was demolished without COA sometime between 1998 and 2002. COA 1996-1203 requested ap- <br />proval for the demolition of the summer kitchen but was denied. <br />APPLICATION ITEMS: “Addition, Attached Garage, Siding replacement, Windows, Doors, Stone around foun- <br />dation, Landscaping / Removing 8” Alum. Siding with 8” vinyl siding, replacing vinyl windows with new vinyl win- <br />dows. Addition to ad more living space.” <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />Construct large addition to existing structure, including replacing all windows, doors, and siding. <br />This project is for a comprehensive reconstruction of the existing farm house, removing existing later additions. <br />The proposed project includes adding a large addition to the west of the existing main structure, including a large <br />two bay garage. The structure will be resided in 8” white vinyl siding and new black vinyl windows of various siz- <br />es and configurations will be installed. Existing decorative under-eave fan/spindle decorative elements will be re- <br />moved and replaced with simple black decorative bracketry. The roof will be re-shingled in GAF timerbline as- <br />phalt shingles. <br />The primary changes to the massing of the structure are a new living space to the south, and the new garage wing to <br />the west (rear). A small covered porch with gabled roof will be added to the southeast corner of the structure. The <br />primary façade of the structure will be altered by the configuration of the windows and the inclusion of the covered <br />porch. The entrance door will remain in the same location, but will now be under a covered porch. <br />The overall design of the proposed addition and alterations is in the ‘farmhouse chic’ aesthetic. <br /> <br />STANDARDS AND GUIDELINES: “GROUP B” Standards <br />Preservation Standards for local historic landmarks are used by the Historic Preservation Commission whenever <br />exterior changes are proposed for officially designated structures.
