LOCHMUELLER GROUP | CITY OF SOUTH BEND COAL LINE TRAIL PHASE 3 7 <br /> <br />EXISTING CONDITIONS ASSESSMENT <br />Lochmueller’s team will assess the existing <br />conditions of curbs, parallel sidewalks, and drainage <br />and provide recommendations with estimates for <br />replacement of damaged, or non-existent, curb, <br />sidewalk, and storm sewer construction. <br /> <br /> <br />TRAIL DESIGN CONSIDERATIONS <br />The design guidance in the NACTO <br />Urban Street Guide for multi-use paths <br />in low-speed urban settings <br />recommends a 5’ buffer between the <br />curb and the edge of the path. The preservation of <br />the on-street parking also provides a good buffer <br />for trail users and the 5’ buffer remains necessary to <br />allow space for car doors to swing open without <br />interfering with safe passage for trail users. <br /> <br /> <br />TRAIL AMENITIES <br />The team will incorporate trail- <br />user amenities such as benches, <br />wayflnding, branding, dog waste <br />stations and other amenities <br />compatible with the previous <br />phases and meeting the needs of <br />the neighborhood. With a tight, linear corridor, the <br />design team will look for creative ways to provide <br />amenities with multiple purposes such as a <br />wayflnding bench or signage as sculpture. There <br />are many inspirations for interpretive graphics such <br />as the historic Lincoln Highway, the Coal Line <br />Railroad, and the history of the Near West Side <br />neighborhood. The design of Phase 3 can help <br />reinforce the message of The Dream Center and <br />build a southern gateway to the City’s trail network. <br />PROJECT APPROACH <br />DESIGN CONSIDERATIONS BY SEGMENT <br /> <br />The RFP indicates the path will generally follow College Street south to the The Dream Center. MACOG ’s <br />GIS website shows rail ROW south of LWW, however a few adjacent property owners are “using” the area <br />and may oppose this route. While we considered this option and are open to discussing this with the City if <br />desired, our proposal focuses on the potential alignment options on College Street. <br /> <br />WILBER STREET at LINCOLN WAY WEST <br />Phase 3 begins at the northeast corner of Wilber and LWW where the <br />existing path terminates at this signalized intersection. From initial <br />impressions, it appears path-users will have the best visibility crossing <br />Wilbur, north of LWW, and then crossing LWW on its western approach. <br />Although pedestrian pushbuttons exist at the southeast corner, <br />pedestrian signal heads do not. With nearly 15,000 vehicles per day <br />here, we recommend new pedestrian countdown heads and other safe <br />crossing measures. <br />TRAIL DESIGN, REQUIREMENTS, & CONSIDERATIONS <br />LOOKING NORTH FROM <br />LINDEN AVENUE
