LOCHMUELLER GROUP | CITY OF SOUTH BEND COAL LINE TRAIL PHASE 3 9 <br /> <br />PROJECT APPROACH <br />Dale Wills has served <br />as Lochmueller’s <br />Resident Project <br />Representative on <br />flve LPA-Federal Aid <br />Trail projects and <br />three recent South <br />Bend projects. His <br />attention to detail, <br />ability to visualize the <br />effectiveness of a design and detect <br />constructability concerns from the plan <br />sheet have proven to save time and <br />minimize additional costs. <br />QA / QC <br />Lochmueller performs and <br />documents independent peer <br />reviews for both draft and flnal <br />project delivery <br />submissions. Reviewers provide <br />memorandums to the PM who ensure <br />completion of any noted corrections and <br />sign the memorandum to document <br />completion. <br />CONSTRUCTABILITY REVIEW <br />Using our in-house <br />construction inspection team <br />to review bid plans allows <br />our designers to include <br />details and speciflcations proven to be <br />successful while eliminating any <br />unsuccessful and costly ones. This <br />collaborative approach is one of the <br />beneflts Lochmueller brings to our <br />clients through a “down the hall” ability <br />to discuss project details with a wide <br />variety of professionals. <br />UTILITY COORDINATION <br /> <br />Coal Line Trail Phase 3 requires careful <br />utility coordination between agencies, <br />businesses, and residents. To prevent <br />delays and costly redesigns, it is <br />important to begin utility coordination <br />early in development and maintain <br />constant communication throughout <br />construction. <br /> <br />An 811 request for a list of area utilities <br />yielded: <br />+ AEP Electric <br />+ AT&T & Windstream <br />Communications <br />+ Choice Light, CenturyLink, <br />& Metro Fibernet Fiber Optic <br />+ Comcast North Cable <br />+ NIPSCO Gas <br />+ City of South Bend <br />Sewer & Water <br /> <br />Identifying challenges and confiicts upfront beneflts the <br />route alternative analysis and helps reduce possible <br />relocation costs, change orders, and schedule delays. <br /> <br />ROW <br />Existing parcel data indicates there is a consistent <br />66-foot ROW along College Street, inclusive of <br />the sidewalks on both sides. <br /> <br />Since ROW services are not a pre-qualiflcation in the <br />RFP, we deduce the City desires to limit the trail ’s <br />development impacts within existing street or former <br />railroad ROW. Typically, INDOT requires a temporary <br />easement to approximately 5’ beyond the limits of <br />construction for driveway reconstruction. There are also <br />a few step and stoop conditions adjacent to the ROW <br />that may also be impacted and require temporary <br />easements or minor modiflcations. <br /> <br />If necessary, our team is qualifled and ready to deliver <br />these services! <br />FLORENCE AVENUE to LINDEN AVENUE: <br />THE DREAM CENTER <br /> <br />The flnal segment of the alignment is the gateway to <br />The Dream Center. <br /> <br />East-Side Challenges & Considerations: <br />+ Residences with existing landscaping wall & <br />fencing adjacent to sidewalk <br />+ Street trees intersect the overhead electric lines <br />+ Commercial building on northeast side of Linden <br />is tight up against the ROW <br /> <br />The west side of the street has a fiatter grade, vacant <br />lots and fewer overhead electrical confiicts. <br /> <br />When completed, the entrance of The Dream Center <br />building will be located at the southeast corner of <br />College and Linden. A western path alignment would <br />cross Linden north-south and then cross east-west on <br />College. Safety countermeasures, such as raised <br />crosswalks, at this fully improved intersection will be <br />highly important to accommodate people of all ages <br />and abilities walking, riding, and rolling.
