These granular soils should be <br />sufficient for subgrade preparation but could pose <br />dewatering challenges for storm sewer construction <br />if high groundwater levels are found to be present. <br />The INDOT standard HMA pavement section for non- <br />motorized vehicles is the planned pavement buildup <br />for the trail. <br />Since the Coal Line Trail is in a built-up area, there are several <br />utilities inside the project limits. It is anticipated that new hydrants, <br />valves, and other minor water facilities will be replaced with <br />the trail improvements. Coordination with the City will determine <br />whether those relocations will be done as part of the contract <br />or ahead of construction. AEP has overhead power poles with <br />underbuilds on the west side of College Street adjacent to the <br />existing curb. If the proposed trail alignment creates a conflict, the <br />decision on whether AEP must relocate or bury those facilities can <br />have a major impact on the length and start of trail construction. <br />HWC’s Lisa Robbins will engage all utilities early and often to <br />ensure the project has no delays due to utility conflicts.
