Qommitt port: <br /> I)ubWiu 1 Jorto antr Vroprtj Varation Qtommittu <br /> The June 12, 2000 meeting of the Public Works and Property Vacation Committee was <br /> called to order by its Chairperson, Council Member David Varner at 4:32 pm in the Council <br /> Informal Meeting room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Ujdak, <br /> and White;Gary Gilot, Director of Public Works; Carl Littrell, Karen Paredes, Terry Bland of the <br /> *MO U 1 grtbutte,and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Varner noted that the first item on the agenda was to review Bill No. 44- <br /> 00 which is a request to vacate the alley east of Warren Street for a distance of 132 feet. He noted <br /> that the request received a favorably recommendation subject to conditions of the Board of Public <br /> Works. <br /> Karen q Paredes,the petitioner, presentation. noted that like to pave <br /> the alley in uestion and the surrounding made parking the lot. She noted She that she owns she the would properties on <br /> both sides of the alley. Many of her customers have been ticketed when parking in this area not <br /> realizing that it is an alley. <br /> Mr. Littrell stated that the Department of Public Works is requesting that an easement be <br /> provided which would permit trucks northbound in the remaining portion of the alley to turn east <br /> and west to the cross alley. Access control will need to be addressed and the parking lot and alley <br /> will need to be paved along with a driveway curb and appropriate permits. <br /> Ms. Paredes noted that she had not received anything from the City with regard to these <br /> conditions,but stated that she would abide by these conditions. She also noted that she would like <br /> to install a gate and voiced concern about the location of a utility pole and guide wire in the middle <br /> of the affected area. Mr. Littrell noted that she would need to contact AEP to address the utility <br /> pole issue and that the vacation would be subject to retaining utility easements. <br /> Council Member King inquired of Ms. Paredes whether she was comfortable with the <br /> overall conditions,and she advised that she was. <br /> Following discussion, Council Member Aranowski made a motion, seconded by Council <br /> Member King that Bill No. 44-00 be recommended favorably to Council. The motion passed. <br /> The Council Attorney suggested that the Board of Public Works attempt to address vacation <br /> requests on a more timely basis. She noted concern that petitioner's like Karen Paredes are not <br /> given an opportunity to be advised of their conditions until they attend the Public Works and <br /> Vacation Committee meeting. <br /> Council Member King agreed that better notice should be given by the City. <br /> Mr. Gary Gilot, Director of Pubic Works, stated that he believes that the City should be <br /> more pro-active with regard to streamling the procedure and improving notice and understanding of <br /> the entire vacation process. He stated that his department would work on this suggestion. <br /> There being no further business to come before the Committee, Council Member Varner <br /> adjourned the meeting at 4:45 p.m. <br />
