Qommitt port: I)ubWiu 1 Jorto antr Vroprtj Varation Qtommittu The June 12, 2000 meeting of the Public Works and Property Vacation Committee was called to order by its Chairperson, Council Member David Varner at 4:32 pm in the Council Informal Meeting room. Persons in attendance included Council Members Aranowski, Pfeifer, Kelly, King, Ujdak, and White;Gary Gilot, Director of Public Works; Carl Littrell, Karen Paredes, Terry Bland of the *MO U 1 grtbutte,and Kathleen Cekanski-Farrand, Council Attorney. Council Member Varner noted that the first item on the agenda was to review Bill No. 44- 00 which is a request to vacate the alley east of Warren Street for a distance of 132 feet. He noted that the request received a favorably recommendation subject to conditions of the Board of Public Works. Karen q Paredes,the petitioner, presentation. noted that like to pave the alley in uestion and the surrounding made parking the lot. She noted She that she owns she the would properties on both sides of the alley. Many of her customers have been ticketed when parking in this area not realizing that it is an alley. Mr. Littrell stated that the Department of Public Works is requesting that an easement be provided which would permit trucks northbound in the remaining portion of the alley to turn east and west to the cross alley. Access control will need to be addressed and the parking lot and alley will need to be paved along with a driveway curb and appropriate permits. Ms. Paredes noted that she had not received anything from the City with regard to these conditions,but stated that she would abide by these conditions. She also noted that she would like to install a gate and voiced concern about the location of a utility pole and guide wire in the middle of the affected area. Mr. Littrell noted that she would need to contact AEP to address the utility pole issue and that the vacation would be subject to retaining utility easements. Council Member King inquired of Ms. Paredes whether she was comfortable with the overall conditions,and she advised that she was. Following discussion, Council Member Aranowski made a motion, seconded by Council Member King that Bill No. 44-00 be recommended favorably to Council. The motion passed. The Council Attorney suggested that the Board of Public Works attempt to address vacation requests on a more timely basis. She noted concern that petitioner's like Karen Paredes are not given an opportunity to be advised of their conditions until they attend the Public Works and Vacation Committee meeting. Council Member King agreed that better notice should be given by the City. Mr. Gary Gilot, Director of Pubic Works, stated that he believes that the City should be more pro-active with regard to streamling the procedure and improving notice and understanding of the entire vacation process. He stated that his department would work on this suggestion. There being no further business to come before the Committee, Council Member Varner adjourned the meeting at 4:45 p.m.
