She noted that there are four
(4) primary reasons for the request, namely:
1. To address safety concerns of the children living in the area whose ages range from 18
months to adolescent age;
2. To protect residents who walk in this area and those who trim their hedges and lawns;
3. To address the uncleanness and the visual offensiveness of the alley due to littering;and
4. To address the large amount of dirt and dust which collect on the porches.
Ms. Borysiak stated that she had been in contact with all of the abutting property owners and that
they have all agreed to the proposed vacation(copy attached).
Mr. Gary Gilot stated that he met Ms. Borysiak at the alley under consideration for vacation
and agrees with all of the reasons proposed for its vacation. He stated that all of the property
owners in the area are responsible individuals.
Following discussion, Council Member King, made a motion, seconded by Council
Member Aranowski, that Bill No. 83-00 be recommended favorably to Council. The motion
passed.
Under unfinished business, Dr. Varner noted that he has been in contact with the City
Administration and that a representative from AEP has agreed to meet on October 23rd with the
Public Works and Property Vacation Committee and the Utilities Committee. Council Member
King requested that the Residential Neighborhoods Committee also be a part of the meeting on
October 23rd.
Dr. Varner requested of Mr. Gilot for an updated light outage report since the last one he
has is dated September 25th and shows outages going back to July and totaling 194. Mr. Gilot
stated he would provide that information.
Also under unfinished business, the Council Attorney noted that Bill No. 96-00 which is
scheduled for First Reading this evening should be struck from the agenda. It deals with a
proposed annexation which was filed prematurely by the Cit7 Administration.
