Jefferson Boulevard,4th Floor <br /> South Bend,Indiana 46601 <br /> RE: Q1 2023 Additional Appropriation Ordinance—Substitute Bill 10-23 <br /> Dear President McBride, <br /> During the past several years,it has been the practice of the City of South Bend to request department <br /> heads, fiscal staff,and city administration to conduct an extensive review of the status of compliance with <br /> the adopted city budget and propose necessary adjustments periodically throughout the year.For 2023, we <br /> submitted an additional appropriation ordinance which received first reading by the Council on February <br /> 27,2023 as Bill No. 10-23. <br /> Based on our further budget review,we are submitting a substitute version of Bill No. 10-23 for your <br /> consideration. The original bill did not include within the detail sheet an appropriation of$250,000 for new <br /> housing construction grants which has now been inserted. The remaining$250,000 that was contemplated <br /> for appropriation did not materialize. <br /> I will present this Substitute bill to the Common Council at the appropriate committee and Council <br /> meetings scheduled for March 13, 2023. <br /> Thank you for your attention to this request.
